Minutes--April 4, 1989 MOTION, passed Mr. Sondrall moved and Mr. Wieland seconded to approve the committee representation according to the hand-out received on this date, and notify the entities involved that they should furnish names to the Commission within four weeks. Mr. Wieland suggested making the final appointments at the May 2nd meeting. Motion carried. 221 20.POLICY, Reduction of memo writing/costing Comm. Minutes MOTION, passed In order to promote the reduction of memo writing and posting of County Commission Minutes, Mr. Shannon moved and Mr. Wieland seconded to establish policy that department heads and other supervisory staff are hereby required to incorporate Commission actions into their work plans in order to eliminate the need for sending out memos. Additionally, department heads and supervisory staff shall keep a current copy of the agenda and minutes conspicuously posted so that it can be easily read by staff and visitors. Motion carried. 21.COMMISSIONER WIELAND, Excused at this time Commissioner Wieland asked to be excused from the remainder of the Commission meeting in order to attend another meeting. 22.VECTOR CONTROL DISTRICT, Hiring field aides MOTION, passed Upon the request of the County Vector Control District, Mr. Sondrall moved and Mrs. Toussaint seconded to allow the Director to hire a maximum of ten field aides for the 1989 mosquito control season at a salary range of $4.50-$5.50 per hour, to be hired starting April 15~ 1989, subject to qualifying for certification under Federal regulations. The motion carried on roll call vote with all members present voting "Aye". 23.FARGO COMMUNITY HEALTH, Environmental report Mr. Goodwin Hoff provided reports dated February 1 and March 16, 1989, on the environmental health services provided by the Fargo Comm~lnity llea]t.h Center. 24.STATE HEALTH DEPT, Cortes. re: disposal of s~.~d_g~ Mr. Eckert reported that he received copies of correspondence from the (:ity of Moorhead addressed to the North Dakota Department of llealth regarding disposal of sludge on North Dakota farmland, lle asked Gooduin ltoff to revieu the situation, and Mr. }Ioff reported that this is an acceptable and desirable method of disposing of sludge because it provides some benefit to the farmland, tie did not foresee any problem with the application by the City of Moorhead. Mr. Shannon asked about heavy metals, and Mr. Hoff felt this is being considered and that an appropriate analysis is being made.
