Minutes--April 4, 1989 220 <br /> <br />concerning their efforts to enhance the Lake Agassiz Regional <br />Council's rural incubator project. He stated that the National Rural <br />Electric Cooperatives Association is co-sponsoring approximately six <br />rural incubator sites throughout the United States, and the site in <br />Fargo has been designated as one of these sites based upon a proposal <br />which he submitted to the Commissioners. He stated that they intend <br />to hire a consultant to develop a long-range incubator strategy based <br />on market analysis for the 6-County region which would involve the <br />Lake Agassiz Regional Council incubator and possible satellite <br />facilities, and to provide assistance to Lake Agassiz Regional Council <br />in developing a marketing plan and operating procedures with both <br />short and long term considerations. MOTION, passed <br /> Mr. Sondrall moved and Mr. Wieland seconded that <br /> Cass County contribute $1,000 towards a joint <br /> effort to enhance a matching grant to hire a <br /> consulting firm to help the Lake Agassiz Regional <br /> Council with a detailed development plan, to be <br /> paid from Promotional Advertising or the County <br /> Contingency Fund. Mr. Shannon stated that he is <br /> concerned about the County's core of business, <br /> which he feels does not include economic <br /> development, and he intends to discuss this <br /> further at budget time. At the call for the <br /> question and upon roll call vote, the motion <br /> carried unanimously. <br /> <br />17.DISASTER EMERGENCY SERVICES, Smergency Declaration <br />Glenn Ellingsberg, Disaster Emergency Services Director, reported <br />that Chairman Don Eckert signed a "Declaration of an Emergency" on <br />April 3, 1989, due to flooding in certain areas along the Maple, <br />Sheyenne, Rush, and Red Rivers in Cass County. <br /> MOTION, passed <br /> Mr. Wie]and moved and Mr. Sondrall seconded to <br /> concur with the resolution signed by the <br /> Chairman, at the recommendation of the Disaster <br /> Emergency Director, to declare Cass County in a <br /> state of emergency until such time as the <br /> Director notifies the Commission in writing that <br /> the state of emergency ceases. Motion carried. <br /> <br />18.JAIL, Mission Statement adopted MOTION, passed <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to <br /> adopt the Jail Mission Statement as printed, with <br /> the exception of increasing the number of days <br /> from 90 to 180 days from the date of May 1, 1989. <br /> Motion carried. <br /> <br />19.JAIL, Advisor~ Committee representation <br />Each Commissioner received a hand-out regarding jail committee <br />recommendations. Mr. Shannon asked to include one representati, ve of <br />each of the five Commission Districts, and this was added to the <br />list. <br /> <br /> <br />
