Minutes--April 4, 1989 220 concerning their efforts to enhance the Lake Agassiz Regional Council's rural incubator project. He stated that the National Rural Electric Cooperatives Association is co-sponsoring approximately six rural incubator sites throughout the United States, and the site in Fargo has been designated as one of these sites based upon a proposal which he submitted to the Commissioners. He stated that they intend to hire a consultant to develop a long-range incubator strategy based on market analysis for the 6-County region which would involve the Lake Agassiz Regional Council incubator and possible satellite facilities, and to provide assistance to Lake Agassiz Regional Council in developing a marketing plan and operating procedures with both short and long term considerations. MOTION, passed Mr. Sondrall moved and Mr. Wieland seconded that Cass County contribute $1,000 towards a joint effort to enhance a matching grant to hire a consulting firm to help the Lake Agassiz Regional Council with a detailed development plan, to be paid from Promotional Advertising or the County Contingency Fund. Mr. Shannon stated that he is concerned about the County's core of business, which he feels does not include economic development, and he intends to discuss this further at budget time. At the call for the question and upon roll call vote, the motion carried unanimously. 17.DISASTER EMERGENCY SERVICES, Smergency Declaration Glenn Ellingsberg, Disaster Emergency Services Director, reported that Chairman Don Eckert signed a "Declaration of an Emergency" on April 3, 1989, due to flooding in certain areas along the Maple, Sheyenne, Rush, and Red Rivers in Cass County. MOTION, passed Mr. Wie]and moved and Mr. Sondrall seconded to concur with the resolution signed by the Chairman, at the recommendation of the Disaster Emergency Director, to declare Cass County in a state of emergency until such time as the Director notifies the Commission in writing that the state of emergency ceases. Motion carried. 18.JAIL, Mission Statement adopted MOTION, passed Mr. Sondrall moved and Mrs. Toussaint seconded to adopt the Jail Mission Statement as printed, with the exception of increasing the number of days from 90 to 180 days from the date of May 1, 1989. Motion carried. 19.JAIL, Advisor~ Committee representation Each Commissioner received a hand-out regarding jail committee recommendations. Mr. Shannon asked to include one representati, ve of each of the five Commission Districts, and this was added to the list.
