Minutes--March 21, 1989 209 <br /> <br />16.DATA PROCESSING, Water Resources accounting <br /> Mr. Shannon called upon Carol Harbeke, Secretary of the Water <br /> Resource Districts, to explain the difficulties she encountered <br /> before obtaining a suitable accounting system. She stated that she <br /> was disappointed that it took as long as it did to get a program to <br /> work for her. She eventually acquired a basic accounting system <br /> through Mike Montplaisir, County Accountant. Mr. Shannon stated that <br /> he is frustrated because basic things are not being accomplished. <br /> <br />17.PERSONNEL POLICY, Revised manual <br /> On the matter of County personnel policies, Mr. Shannon stated that <br /> Richard Offutt's instructions to revise the policy manual were about <br /> one year old. When he did submit a manual, Mr. Shannon found 23 <br /> index entries that were not included in the revised manual and some <br /> areas contradict recommendations in two studies for which the County <br /> paid $5,500. Mr. Eckert questioned if this is the time to discuss <br /> the personnel policies, and Mr. Shannon stated that he is willing to <br /> carry this over to the next meeting. He stated that Mr. Offutt is <br /> not delivering the services, and he feels the Commission has a <br /> responsibility to operate the County as efficiently as possible. <br /> MOTION, passed <br /> Mr. 8ondrall moved and Mrs. Toussaint seconded to carry <br /> this discussion over for two weeks from today. Motion <br />carried. <br />18.BID OPENING, Road paving <br /> A bid opening was scheduled for 11:00 A.M. for County Road 17 paving <br /> at Horace. The following bids were opened and read by County <br /> Engineer Don Richards: <br /> <br />Border States Paving, Inc. <br />F-M Asphalt, Inc. <br />Northern Improvement Co. <br />Mayo Construction Co. <br />Hardrives, Inc. <br /> MOTION, passed <br /> <br />$1,115,541.66 <br />$1,181,153.20 <br />$1,137,281.55 <br />$1,164,943.68 <br />$1,193,732.52 <br /> <br /> Mr. Wieland moved and Mrs. Toussaint seconded that the <br /> above bids be referred to the Engineer for tabulation and <br />'recommendation. Motion carried. <br /> <br />19.ROAD, Restrictions MOTION, passed <br /> Mr. Wieland moved and Mrs. Toussaint seconded to send a <br /> letter to the North Dakota Highway Patrol requesting <br /> assistance in enforcing spring load restrictions on County <br /> roads. Motion carried. <br /> <br />20.VECTOR CONTROL, Travel <br /> Joel Young, Director of the Cass County Vector Control District, <br /> appeared before the Board to request permission for out of state <br /> <br /> <br />
