Minutes--March 21, 1989 208 <br /> <br />10.DATA PROCESSING, Update long-range plan <br /> Richard Offutt, Data Processing Manager, appeared at the Board's <br /> request and explained some of the accomplishments and some of the <br /> things scheduled for 1989 as outlined in his "Updated Long-Range <br /> Plan, March, 1989", copies of which were previously provided to the <br /> Commission. The Commissioners also received copies of Cass County <br /> department heads' evaluations of data processing services. <br /> <br />II.DATA PROCESSING, Department complaints <br /> Mrs. Toussaint stated that there have been a lot of complaints from <br /> different County departments that the long-range plan was not being <br /> implemented as fast as it should be. There have been complaints <br /> about lack of training and lack of communication between the Data <br /> Processing Department and other County departments. <br /> <br />12.DATA PROCESSING, Department heads' evaluations <br /> Mr. Offutt stated that he received copies of the department heads' <br /> evaluations, and he thanked them for offering constructive criticism. <br /> He stated that he plans to send the data processing long-range plan <br /> to department heads today, with any revisions the Commission may <br /> have. He will give them time to review it, meet with them, find out <br /> where problems exist, and develop a plan to address those particular <br /> areas. <br /> <br />13.DATA PROCESSING, Printer and telephone problems <br /> Mr. Shannon asked how often Mr. Offutt held meetings with department <br /> heads in the last three years, and Mr. Offutt stated that he has <br /> basically had one meeting the latter part of 1986 or 1987. tie stated <br /> that this has been a downfall and acknowledged that it needs to be <br /> done on a more timely basis to work with department heads. <br /> Mr. Shannon referred to a problem with a printer for the Regional <br /> Child Support Enforcement Unit, and a problem with the County's <br /> telephone system. <br /> <br />14.DATA PROCESSING, Qualifications <br /> Mr. Shannon questioned Mr. Offutt's ability to handle the basic data <br /> processing needs. He stated that he could find no file on record as <br /> to Mr. Offutt's educational qualifications. Mr. Offutt stated that <br /> he has a little over two years of college and over 20 years in data <br /> processing, 1§ of which have been in management. He stated that his <br /> current salary is $43,000 annually. <br /> <br />I§.DATA PROCESSING, Budget underspent <br /> Mrs. Toussaint stated that a total of $112,800 was not spent from the <br /> 1986, 1987, and 1988 Data Processing Department budgets. She could <br /> understand that the data processing department was short of staff, <br /> but felt it should not have taken 60 days to hire staff replacement. <br /> <br /> <br />
