COMMISSIONERS, Initial motion reconsidered MOTION, passed <br /> Mr. Shannon moved and Mr. Sondrall seconded that the Cass County <br /> Board of Commissioners remove former Commissioner Jeannette <br /> Stanton from its Social Services Board "without cause" as is <br /> provided under North Dakota Century Code 50-01-10 and that this <br /> resolution be prepared Wednesday, March 22, 1989, and sent the <br /> same day to the director of the North Dakota Department of Human <br /> Services for concurrence on or before March 31, 1989 so that <br /> this Commission can reappoint a new member at its will and sole <br /> discretion at its April 4, 1989, meeting. The motion carried on <br /> roll call vote with three members voting "Aye", Mr. Wieland and <br /> Mr. fckert opposing. <br /> <br />43.COURTHOUSE, Security card system, postponed <br /> Correspondence was received from Sheriff Don Rudnick regarding the <br /> security card system for Courthouse entrance doors. Mrs. Toussaint <br /> asked if any keys will be used after the card system is initiated, <br /> and Mr. Wieland stated that entrance to the front door would still be <br /> by keys. It was the consensus of the Commission that they should <br /> review the list of how many each Department is requesting, and the <br /> matter was placed on the agenda for the next meeting. <br /> <br />44.COMMUNITY ACTION, Head Start lease <br /> Chairman Eckert received correspondence from the Southeastern North <br /> Dakota Community Action Agency stating that they are having problems <br /> with the heating system in the County's building at 57-11th Avenue <br /> North, Fargo, which the County allows them to use for the upkeep. <br /> They would like an agreement with the County to continue to use the <br /> building for another five years as they feel it would help them <br /> secure funding for asbestos removal and boiler replacement. <br /> Mr. Sondrall did not feel the Commission could promise them five <br /> years, and the States Attorney agreed but said the County could send <br /> a letter of intent without actually binding themselves. MOTION, passed <br /> Mr. Shannon moved and Mr. Wieland seconded that the Commission <br /> take the necessary steps to allow the Community Action Agency <br /> Head Start Program to use the building at §7-11th Avenue North, <br /> Fargo, on the same terms as before for the period of two years <br /> from the expiration of the current contract. On roll call vote, <br /> the motion carried unanimously. <br /> <br />45.DISASTER EMERGENCY, Meeting on potential flooding <br /> The Commissioners received a letter from Glenn Ellingsberg, Disaster <br /> Emergency Services Manager, suggesting a meeting before potential <br /> spring flooding to review emergency procedures. An informal meeting <br /> was set for March 27th at 8:15 AM in the Courthouse. <br /> <br />46.METRO COG, Appointment change MOTION, passed <br /> Mr. Sondrall moved and Mrs. Toussaint seconded to appoint <br /> Commissioner Shannon to the Metropolitan Council of Governments <br /> <br /> <br />
