Another change that <br />was approved states that before proceeding with the final plat <br />probess, a certificate of the zoning jurisdiction must be included. <br /> <br /> Earl Haugen stated that he would prefer that the County <br />Commission approve the amended subdivision regulations at this time, <br />subject to the Attorney General's opinion. He stated that there is a <br />30 day period before the regulations can become effective, and the <br />current regulations are inadequate. The Attorney General's <br />interpretation will determine how the County shall administer the <br />regulations. <br /> <br /> Mr. Shannon asked if the County has a comprehensive land use <br />plan as he felt it should be an important priority for this Board to <br />seek out ways of assisting townships in establishing a model <br />ordinance so there is some coordination in this area. Mr. Haugen <br />stated that he has had difficulty with the townships understanding <br />what the County is doing in this area, and Mr. Shannon stated that <br />it needs to be an education process. <br /> <br /> Robert Hoy, States Attorney, indicated that it was the feeling <br />of the Planning COmmission to make the regulations less restrictive <br />by streamlining the process for one to five lot subdivisions by <br />defining a subdivision differently than the North Dakota Century <br />Code. He stated that the Attorney General's opinion is overdue and <br />if the Board wishes to delay this until the next meeting, he will do <br />everything possible to check on it. It was agreeable with the County <br />Commission members to delay the amended subdivision regulations until <br />receipt of the Attorney General's opinion. <br /> <br /> Correspondence was received from Earl Haugen, and he stated that <br />the 45th Street Interchange Committee is requesting a response from <br />Cass County on improvement of the road from the interchange south to <br />32nd Avenue and possibly east to Interstate 29. Also, the County <br />'should formally designate two Commissioners to serve on the 45th <br />Street Interchange Committee. Mark Foss was present to urge the <br />County's support. Mr. Shannon moved and Mr. Sondrall seconded that <br />Commissioners Wieland and Eckert be appointed to the 45th Street <br />Interchange Committee. Motion carried. Mr. Wieland asked the <br />County Planner to draft a letter for the County Board stating Cass <br />County's interest in participating in the project. <br /> <br /> Mr. Sondrall moved and Mr. Wieland seconded to approve the <br />application for a raffle permit for the Bonanza Belles to be held at <br />Bonanzaville on the date of August 20, 1989. Motion carried. <br /> <br /> Discussion was held on establishing a mission statement for a <br />proposed jail advisory committee, and each Commissioner addressed <br />some concerns. Sheriff Don Rudnick was present and stated that he <br />feels juvenile facilities also need to be reviewed as part of the <br />overall process. He offered to draft a mission statement in the next <br />two weeks and have the States Attorney review the terminology. A <br />suggestion was made to collect the Commissioner's concerns in writing <br />in order to review them; and Mr. Shannon suggested that before the <br />next meeting, Sheriff Rudnick and Commissioner Wieland deliver a <br /> <br /> <br />
