201 <br /> <br /> County Engineer Don Richards reported that he plans to advertise <br />for bids in April for annual supplies and for equipment that was <br />inc.luded in the 1989 budget. <br /> <br /> Don Richards stated that the road by the Fargo Centennial School <br />should be on the May bid letting, with completion possibly in <br />October, 1989. <br /> <br /> Don Richards stated that he has been working on funding for the <br />Red River bridge on Cass County Road 22 and Clay County Road 26 for <br />construction in late 1990. He has talked with the Clay County <br />Engineer about a tentative preliminary cooperative agreement <br /> <br /> Mr. Sondrall moved and Mr. Shannon seconded to approve out of <br />state travel for two Road Department employees to attend a hydraulics <br />seminar in Bemidji, Minnesota, on March 10. Motion carried. <br /> <br /> Three nominations were submitted for one vacancy on the Cass <br />County Housing Authority Board. Mr. Eckert suggested requesting a <br />written resume' for review prior the next Commission meeting. <br /> <br /> Mr. Shannon suggested developing an application form for <br />Board appointments, and the Commission Secretary could have a <br />standard way of documenting and keeping them on file. <br /> <br /> Mr. Wieland reported that he reviewed the list of bills to be <br />paid this month. After directing some questions to Auditor Ordelle <br />Brua, Mr. Wieland moved and Mr. Sondrall seconded that Vouchers No. <br />857 through No. 1575 be approved and ordered paid. Mr. Shannon <br />asked Commissioner Wieland to investigate a rent payment with County <br />Social Services which exceeded the maximum stated on the billing, and <br />report back at the next meeting. The motion carried on roll call <br />vote with all members present voting "Aye". <br /> <br /> County Planner Earl Haugen gave some background information on <br />the advisory membership of the County Planning Commission. Four <br />nominations were received for three vacancies. Mr. Wieland stated <br />that two are from areas where there is a potential growth factor, <br />these being Pleasant and Stanley Townships. Other nominees were from <br />the Page and Erie area. Mr. Wieland moved and Mr. Sondrall <br />seconded to appoint Joe Harbeke, Jr., Page, Terry Compson of Pleasant <br />Township, and Tom Fischer of Stanley Township, to serve as advisory <br />members to the Planning Commission for two year terms. The motion <br />carried on roll call vote with three members voting "Aye", and Mr. <br />Eckert passing his vote. <br /> <br /> Earl Haugen reported that the Cass County Planning Commission <br />held a public hearing March 1, 1989, on proposed amendments to the <br />Cass County Subdivision Regulations and formally adopted the final <br />draft at their meeting on March 2nd, subject to receiving an Attorney <br />General's opinion on the definition of a subdivision. He stated that <br />there was concern about township approval, and a change was made <br />whereby the township recommendation shall be forwarded to the County <br />Board of Commissioners along with the Planner's recommendation and <br /> <br /> <br />
