203 <br /> <br />draft suggestion to the County Commissioners, being sure to include <br />their thoughts on who should be on the committee and what kind of <br />time line they would be looking at. Mr. Wieland suggested that <br />anyone having some specific ideas should contact him. <br /> <br /> A Certificate of Compliance from the Attorney General's Office <br />after inspection of the County Jail was referred to Sheriff Rudnick. <br /> <br /> Upon the request of Sheriff Don Rudnick, Mr. Wieland moved and <br />Mr. Sondrall seconded that the Chairman be authorized to sign a <br />contract with Family Practice Center for medical services for jail <br />inmates, to be included in the Jail policy manual. Motion carried. <br /> <br /> Correspondence was received from the Office of the Attorney <br />General after inspection of the Cass County Juvenile Detention Center <br />facility on February 9, 1989. Sheriff Rudnick stated that juveniles <br />can no longer use the outdoor exercise area that is used by adult <br />jail inmates. He stated that the State inspector advised them to <br />request a variance on the outdoor exercise rule. Sheriff Rudnick <br />stated that it may take legislation to change this rule, and Mr. <br />Shannon requested the Sheriff to draft a letter stating the situation <br />on the outdoor exercise area. <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded to approve out of <br />state travel for Lt. Arland Rasmussen to attend quarterly meetings of <br />the Mid-States Organized Crime Information Center during the months <br />of March, June, September, and December, 1989, at no expense to Cass <br />County for transportation, lodging, and meals. Motion carried. <br /> <br /> Sheriff Don Rudnick stated that the new vehicle line item in his <br />[989 budget was reduced at the time the budget was finalized, and it <br />~as suggested that the Sheriff's Department consider leasing vehicles <br />if it became necessary. He stated that the County Accountant did not <br />approve of a long-term lease, but the Sheriff suggested using this <br />method for one year and getting back into a regular program after <br />that. He quoted a cost savings of $600 per vehicle if they are <br />leased today. Mr. Wieland moved and Mr. Sondrall seconded that the <br />Sheriff be allowed to lease three vehicles for one year, with the <br />buy-out price being $8600 each at the end of the year. On roll <br />call vote, the motion carried unanimously. <br /> <br /> Mr. Sondrall moved and Mr. Wieland seconded to send a letter to <br />the F-M Metropolitan Council of Governments informing them that Oscar <br />Sondrall is the elected official representing Cass County, ~{ith Gene <br />Shannon as alternate. On roll call vote, the motion carried <br />unanimously. <br /> <br /> On motion by Mr. Sondrall, the Chairman declared the meeting <br />recessed until after the Commissioners attend a luncheon meeting <br />hosted by the Clay County Board of Commissioners. <br /> <br /> Chairman Eckert reconvened the meeting about 2:30 PM with three <br />members present, Mr. Sondrall and Mrs. Toussaint being absent. <br /> <br /> <br />
