186 <br /> <br /> Mr. Shannon reported on department head input on changing the <br />Commission meeting dates, and they were in unanimous agreement that it <br />would have no significant impact on any of the departments. Mr. Eckert <br />stated that he talked to some department heads who were concerned with <br />the change, but apparently that was prior to them submitting a memo on <br />the subject. Mr. Eckert expressed concern about the number of days <br />between an item being placed on the agenda and the meeting date, since <br />the deadline is Thursday following the meeting. Mr. Sondrall suggested <br />doing this on a trial basis, and it was stated that a Commissioner can <br />entertain a motion at any time to change the meetings. At the call for <br />the question and upon roll call vote, the motion carried with four <br />members voting "Aye", Mr. Eokert opposing. <br /> <br /> Mr. Wieland moved and Mrs. Toussaint seconded to adopt a policy <br />whereby persons or organizations desiring to make presentations to the <br />County Commission shall provide a memo or letter to the Commission <br />Secretary, by the agenda deadline, stating the nature of their business <br />and what.action they are requesting, and the Commission secretary to <br />determine placement on the agenda. An exception will be allowed on <br />emergency items. Mr. Shannon felt it would be helpful to provide this <br />information to the news media also. Motion carried. <br /> <br /> Richard Offutt, Director of Administrative Services, provided the <br />Commission with a working copy of the revised policy and procedure <br />manual and stated that department heads and the personnel <br />policy review committee will receive copies today. <br /> <br /> Bob Black from Eide Helmeke Company was present and reported that <br />he sent a preliminary and tentative report on the job classification <br />study to the Commissioners and Department Heads for their review. <br />States Attorney Robert Hoy spoke on behalf of the department heads, and <br />he stated that there were some problems in the first report and they <br />would like to provide additional data for further' study and review by <br />Mr. Black before he submits a final report to the Commission. <br />Mr. Hoy stated that Mr. Black was asked if he would be willing to <br />look at additional data, and he was willing to do so. On behalf of the <br />department heads, Mr. Hoy asked the Commission to delay Bob Black's <br />final report for a period of two weeks. <br /> <br /> Mrs. Toussaint moved and Mr. Sondrall seconded to postpone Mr. Bob <br />Black's final report on the job classification study until February 14, <br />in order to gain additional .information from department heads. The <br />Chairman called for discussion. Mr. Shannon asked if Mr. Black was <br />willing to do this within the dollars already agreed upon. <br />Mr. Black went on record indicating that this is above and beyond the <br />outline of the project because this information was to be provided <br />prior to completion of the preliminary study. He suggested talking to <br />the Commission about this once they have a final product. Mr. Shannon <br />asked for the final report by February 10th, and Mr. Black was in <br />agreement. Motion carried. <br /> <br /> Sheriff Don Rudnick questioned the potential of the cost factor <br />involved in the next two weeks, and he did not feel Mr. Black should be <br />requesting additional monies. Mr. Black stated that this is above and <br />beyond the original engagement, and his firm is committed to finish the <br />project regardless of what it takes. <br /> <br /> <br />
