185 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS JANUARY 31, 1989 Chairman Don Eckert called the meeting to order with all members present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Sharon "Pepper" Toussaint, and Gene Shannon. Mr. Wieland moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as written. Motion carried. Glenn Ellingsberg, Sheriff's Department, provided copies of the County's emergency response plan and suggested that Commissioners call him if they have any questions. Concerning a proposed policy change on staff replacement procedures which was posted according to County policy, Mr. Shannon moved and Mr. Sondrall seconded to accept the clarification of the policy whereby department heads shall follow the procedure for replacement of personnel through the County Personnel Technician, who will make a recommendation to the Chairman or Vice Chairman prior to signing of the salary and pay grade form; this clarification of policy to be posted for 15 days as a matter of courtesy. Mrs. Toussaint stated that the procedure for department heads to follow is outlined in the Personnel Office. The motion carried. Francis Klein, County Director of Tax Equalization, appeared before the Board for input on a six-month performance appraisal, as his probation period of six months is over. He stated that he is working to make the office more efficient and effective by computerization. Members of the Commission who have worked with him felt he has done a good job and they appreciate his work. Mr. Sondrall moved and Mr. Shannon seconded to approve application for a raffle permit for the Chaffee Summer Activity Fund on the date of March 11, 1989, at the Chaffee School. On roll call vote, the motion carried unanimously. County Engineer Don Richards stated that he will be preparing a bid advertisement for supplies and a paving project, and he will submit it to the Board. Mr. Sondrall moved and Mr. Shannon seconded that Commissioner Toussaint be appointed to the Fargo Community Health Advisory Board representing Cass County. On roll call vote, the motion carried unanimously. Regarding changing County Commission meeting dates, the following motion was tabled from the January 24, 1989 meeting: Mr. Shannon moved and Mrs. Toussaint seconded that the meeting dates of the Cass County Board of Commissioners be established as the 1st Tuesday and the 3rd Tuesday of each month beginning February 21, 1989, which is the third Tuesday in February. The Chairman called for further discussion.
