154 <br /> <br /> Jim Berglie, Director of the Social Services Community Survival <br />Program, appeared at the Board's request and explained the large <br />amount of overtime for the month of October, 1988. He stated that <br />this is a professional level position calling for straight time <br />rather than overtime pay, and the State's Central Personnel is aware <br />that two separate jobs are being done by one person. A new person <br />has been hired since the caseload reached 32, and he does not <br />anticipate that the next case load will increase as rapidly. <br />Mr. Wieland asked Mr. Berglie to provide an organizational chart, <br />including any additional positions being considered. Mrs. Stanton <br />commented that County Personnel Policy addresses overtime. <br />Mr. Sondrall stated that the County is reimbursed for this program <br />through the State of North Dakota. <br /> <br /> The following informal bids were received for three marked <br />vehicles for the Cass County Sheriff's Department: <br /> <br />W.W. Wallwork, Inc. <br />Gateway Chevrolet <br /> <br />$14,288.36 per vehicle <br />$14,235.87 per vehicle <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded to accept the bid of <br />Gateway Chevrolet for three vehicles for the Sheriff's Department at <br />a cost of $14,235.87 each, and authorize the Sheriff to order them <br />today to be paid from the 1989 budget. On roll call vote, the motion <br />carried unanimously. <br /> <br /> Discussion was again held on the future of the Sheriff's former <br />residence adjacent to the Cass County Jail. Mr. Larson received a <br />preliminary bid of $10,000 to remove the building from its present <br />location. Representatives of the Fargo Heritage Society were <br />present, and Sharon Wermedahl stated that plans to tear down the <br />Sheriff's former residence are premature until a needs assessment is <br />done. Mrs. Stanton also felt it is premature to demolish the <br />building at this time, and Mr. Wieland stated that he would be <br />willing to work with a committee to determine where it could be <br />moved, if someone feels it could be used as a single family dwelling. <br />Mr. Sondrall suggested discussing this item after the first of <br />January to hear the newly elected Commissioners' views on it. <br /> <br /> Mr. Wieland moved and Mr. Larson seconded to retain the services <br />of the two present public defenders, Steven Mottinger and Mark <br />Beauchene, at their present salary of $25,650.00 each for 1989; and <br />that a six-month evaluation be conducted. On roll call vote, the <br />motion carried unanimously. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded to approve a <br />contract with a law firm in the Jamestown area as the mental health <br />public defender at the present rate of $4,200.00 per year. On roll <br />call vote, the motion carried unanimously. <br /> <br /> Upon the request of County Auditor Ordelle Brua, Mr. Larson <br />moved and Mrs. Stanton seconded to authorize the Chairman to sign <br />County Deeds for twelve parcels of land from the annual sale of <br />tax-forfeited property; and to cancel the 1988 general taxes in the <br />amount of $878.68.
