153 <br /> <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br /> <br />NOVEMBER 22, 1988 <br /> <br /> Chairman Don Eckert called the meeting to order with all members <br />present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, <br />Jeannette Stanton, and Ray Larson. <br /> <br /> Mr. Larson <br />the November <br />carried. <br /> <br />moved and Mrs. Stanton seconded <br /> 1988, meeting be approved <br /> <br />that the minutes of <br />as written. Motion <br /> <br /> An emergency meeting of the Board of Cass County Commissioners <br />was held on November 18, 1988, with four members present. Ray Larson <br />was absent. Mrs. Stanton absented herself from the meeting, and the <br />remaining three Commissioners discussed one item which was to appoint <br />Deanna Kensrud, Register of Deeds, to replace States Attorney Robert <br />Hoy on the Recount Board for the Commission District #1 race. That <br />being completed, the meeting was adjourned. Mr. Wieland moved and <br />Mr. Sondrall seconded that the minutes of the November 18th meeting <br />be approved as stated above. Motion carried. <br /> <br /> Chairman Eckert introduced Mr. Gene Shannon, newly elected <br />County Commissioner from District #3, who will take office after <br />,January 1, 1989. He expressed appreciation for the way in which ali <br />of the Commissioners have welcomed him to attend meetings involving <br />Cass County. <br /> <br /> Attorney Jonathan Garaas appeared before the Board representing <br />the Red River Valley Fair Association, and he submitted a letter to <br />the Chairman regarding retirement contributions previously paid into <br />the North Dakota Public Employees' Retirement System. Upon the <br />request of Jonathan Garaas, Mr. Wieland moved and Mr. Larson seconded <br />that the Cass County Commission recognize the fact that if money in <br />the North Dakota Public Employee's Retirement System is returned to <br />Cass County that was originally placed there by the Red River Valley <br />Fair Association through Cass County, that it would be returned to <br />the Red River Valley Fair Association for placement in the new <br />pension plan created for its employees. On roll call vote, the <br />motion carried unanimously. <br /> <br /> Discussion was held with Attorney Jonathan Garaas on the status <br />of ice hockey equipment, upon which the Cass County Park Board <br />contributed $25,000.00 some ten years ago, which was installed in <br />Schollander Pavilion at the Red River Valley Fairgrounds. Mr. Wieland <br />stated that it was not the Red River Valley Fair Association nor the <br />County Park Board that was involved in a recent attempt to sell the <br />equipment. Commissioners Larson and Stanton felt there should be <br />some use for the equipment, but Mr. Wieland stated that it is not in <br />good condition. <br /> <br /> County Engineer Don Richards presented information to each <br />Commissioner on the 1989 road construction program, and arrangements <br />were made to tour County road projects at 1:00 PM today. <br /> <br /> <br />
