149 <br /> <br /> Steve Zaiser from the Fargo-Moorhead Metropolitan Council of <br />Governments was present regarding the Metropolitan Bikeway Plan. He <br />stated that the plan would affect Cass County in that it <br />would eliminate parking on the west side of Ninth Street in front <br />of the Courthouse, and he understands that the County Planner has <br />done some study on additional parking. Mr. Wieland expressed concern <br />that this was not mentioned previous to today, and he is concerned <br />that it will create a shortage of parking in the Juvenile Center lot. <br />He stated that the County has not had any cooperation in trying to <br />obtain a flashing light for crossing Tenth Street. Mr. Eckert stated <br />that he is opposed to any restrictions on parking around the <br />Courthouse as it would create a hardship for the general public. <br />Mr. Zaiser stated that he brought this up today for discussion and is <br />assisting the City of Fargo in implementing the Bikeway Plan. <br /> <br /> Earl Haugen presented a copy of a preliminary plan of work for a <br />Solid Waste Management Plan and a copy of a letter which he sent to <br />the Fargo-Moorhead Metropolitan Council of Governments requesting <br />assistance with solid waste planning. <br /> <br /> Upon the recommendation of County Engineer Don Richards, <br />Mr. Larson moved and Mrs. Stanton seconded that the Chairman be <br />authorized to sign the final project agreement on RC & D Project 4-A, <br />amendment #3 for an increase from $10,937.69 to $10,990.64 to <br />reflect actual cost of construction. On roll call vote, the motion <br />carried unanimously. <br /> <br /> A tour of County road projects scheduled for today was postponed <br />until 1:00 PM on November 22nd due to winter weather conditions. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded to authorize County <br />Road Department employees to use a day of annual leave on Friday <br />after Thanksgiving, November 25th, subject to weather conditions. <br />Motion carried. <br /> <br /> The Chairman noted that the public defender contracts expire <br />December 31, 1988. Attorney Steve Mottinger was present and stated <br />that the Commission has the option to renew the contracts for 1989. <br />He stated that he and Attorney Mark Beauchene are willing to continue <br />on the present basis of only the two of them as public defenders. A <br />third public defender, William Kirschner, terminated his contract as <br />of August 31, 1988. Mr. Mottinger stated that he would like the <br />option of being paid. quarterly as opposed to being paid monthly, and <br />he requested a six-month review by the Commission. Mr. Wieland asked <br />him to appear before the Board at his discretion. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded to receive and file <br />a letter of application to serve as a public defender from Robert <br />J. Woods, and give it due consideration. Motion carried. <br /> <br /> The Commission suggested that a letter be written to <br />Mr. Robert Woods asking him to respond in writing if he would be <br />willing to serve as a public defender if the County continues with <br />two instead of three. The Commission requested a similar letter from <br />Steve Mottinger and Mark Beauchene; and from the County Court Judges <br />expressing their opinion on the present system. <br /> <br /> <br />
