148 REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS NOVEMBER 15, 1988 Chairman Don Eckert called the meeting to order with all members present as follows: Oscar Sondrall, Alon Wieland, Don Eckert, Jeannette Stanton, and Ray Larson. Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as written. Motion carried. Hearings were continued on seven applications for abatement and settlement of taxes submitted by Darlys A. Emerson, Gregory and Eva Lynnes, Edgar and Klm Mojica, David and Jan Jenks, Randal and Debora Myers, Laurel G. Nundahl, and Gary and Lorraine Bjork for the years 1986, 1987, and 1988 for property in Sheyenne Park Addition, City of West Fargo. Several of the above property owners were present. Also present was Frank Klein, County Director of Tax Equalization. Eva Lynnes stated that she first noticed a defect in her unit in 1986 but dismissed it at the time. By June, 1987, she stated that the residents of the two units were aware of the structural problems. Mr. Klein stated that he further reviewed the situation, and he recommended that the applicants' requests to place the value at zero dollars be rejected but that the valuations be reduced to $42,000 for 1986, $36,000 for 1987, and $25,000 for 1988 on each of these units. Mr. Larson moved that the valuations be set at $42,000 for 1986, $36,000 for 1987, and $20,000 for 1988. The motion failed for lack of a second. Mr. Wieland moved and Mr. Larson seconded to set the valuations at $36,000 for 1986, $30,000 for 1987, and $20,000 for 1988 for all properties involved in the above applications for tax abatement. On roll call vote, the motion carried unanimously. Eva Lynnes asked how soon the property owners could get something in writing, and Mr. Klein stated that the Auditor's Office would be responsible for abating the taxes for 1986 and 1987, and he will prepare a letter today estimating the 1988 taxes based on the reduced valuation. Mr. Wieland informed Mrs. Lynnes that the property owners will be dealing with the City of West Fargo for the 1989 assessment. Upon the recommendation of the Cass County Planning Commission, Mrs. Stanton moved and Mr. Wieland seconded to approve the Replat of Highland Park Subdivision and authorize the Chairman to sign the replat. Motion carried. County Planner Earl Haugen stated that his six-month performance evaluation has been completed by the Chairman and the Vice Chairman of the County Planning Commission. It was the consensus of the Commissioners to refer it back to the entire Planning Board for their recommendation. Mrs. Stanton suggested placing this back on the County Commission agenda for December 6th.
