140 <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded to receive and file <br />the Officer's Reports for September, 1988. Motion carried. <br /> <br /> Chairman Eckert reported that the ice making machine in the <br />South Wing cafeteria is in need of extensive repairs or replacement. <br />Mr. Wieland moved and Mr. Larson seconded to authorize Commissioners <br />Eckert and Sondrall, and Richard Offutt to review the situation and <br />make a decision to rectify the problem at a cost not to exceed <br />$1,880.00. On roll call vote, the motion carried unanimously. <br />Mr. Wieland suggested that the Chairman appoint two Commissioners to <br />visit with the cafeteria manager on equipment maintenance, income and <br />expenses of the operation since it was relocated in the south wing. <br /> <br /> A public hearing was scheduled for 10:00 AM on the appraisal of <br />tax-forfeited property. Mr. Sondrall asked for information, and the <br />County Auditor outlined the process that is followed beginning at the <br />end of May and continuing to the sale date of November 15, 1988. The <br />Chairman asked for comments from the audience and hearing none, <br />declared the public hearing closed. <br /> <br /> Claudia Frederick from the Lake Agassiz Regional Council <br />reported on the progress of the Community Development Block Grant <br />housing applicants. She stated that there are approximately 20 <br />applications from the Chaffee and Erie communities. <br /> <br /> Claudia Frederick also presented a request for Cass County to <br />sponsor a public facilities project for the unincorporated area of <br />Embden for a sewage collection and treatment system. LeRoy Haas was <br />also present from the Embden community. Total cost estimate for the <br />project is $284,000 with an Environmental Protection Agency grant in <br />the amount of $177,61§.00. A 30% local match is required amounting <br />to $31,915.00 to be paid by the residents of Embden through special <br />assessments. The Community Development Block Grant request would <br />total $74,470 plus 10% for administration, or $81,917.00. Mr. Larson <br />moved and Mr. Sondrall seconded that the Chairman be authorized to <br />sign the necessary documents to sponsor the application for Community <br />Development Block Grants for the village of Embden, through the Lake <br />Agassiz Regional Council. On roll call vote, the motion carried <br />unanimously. Claudia Frederick stated that the Maple River Water <br />Resource District will be involved in the administration of the EPA <br />grant for this project. <br /> <br /> Hearings were held on Applications for Abatement and Settlement <br />of Taxes submitted by Darlys A. Emerson, Gregory and Eva Lynnes, <br />Edgar and Klm Mojica, David and Jan Jenks, Randal and Debora Myers, <br />Laurel G. Nundahl, and Gary and Lorraine Bjork for the years 1986, <br />1987, and 1988 for property in Sheyenne Park Addition, City of West <br />Fargo. Several of the above property owners were present. Each of <br />the applicants requested that the valuation be placed at zero on <br />their properties for the reason that they believe the housing units, <br />which consist of two 4-plexes, are structurally defective. Also <br />present was County Director of Tax Equalization Frank Klein, who <br />read a letter from the City of West Fargo explaining their denial of <br />all of the above applications for abatement and settlement of taxes. <br /> <br /> <br />
