141 <br /> <br /> Frank Klein also read a statement prepared by himself concerning <br />the above abatement applications, in which he recommended that an <br />estimate be obtained of the costs involved in curing the deficiencies <br />referred to by the property owners. Randy Myers stated that an <br />engineer's report is available, and it tells exactly what is wrong <br />with the housing units. Mr. Wieland asked if an appraiser should <br />view the property, and motion was made by Mr. Larson and seconded by <br />Mrs. Stanton that Cass County pay for an appraisal on one of the <br />units, since they have similar problems, subject to approval of the <br />States Attorney. On roll call vote, the motion carried unanimously. <br />Hearing no further comments, the Chairman declared the hearings <br />closed until reconvening on the matter in approximately two weeks. <br /> <br /> Upon the request of Alvin Johnson from County Social Services, <br />Mrs. Stanton moved and Mr. Sondrall seconded to grant approval of the <br />temporary full time position for Fuel Assistance for an Eligibility <br />Specialist I in pay grade 17 at a salary of about $6.70 per hour. <br />Mrs. Stanton asked him to follow the County's personnel procedures <br />when hiring. On roll call vote, the motion carried unanimously. <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded to extend for 30 days <br />the Social Services temporary receptionist position. Mrs. Stanton <br />cautioned Social Services that these positions should be approved by <br />the Social Services Board before being presented to the County <br />Commission. On roll call vote, the motion carried unanimously. <br /> <br /> The Chairman stated that an item on salary adjustments was <br />placed on the agenda from two weeks ago. Mrs. Stanton felt the <br />Commission needs to review the report prepared by Mr. Bob Black of <br />Eide Helmeke Company. Sheriff Don Rudnick stated that he did not <br />feel the Commission could take any action until a new pay scale is <br />developed by Mr. Black. Richard Offutt, Director of Administrative <br />Services, stated that Mr. Black is reviewing a reclassification of <br />employees and suggested delaying action until the report is completed <br />about the middle of December. Mrs. Stanton asked Richard Offutt to <br />notify Chairman Eckert when the report is near completion. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded that Dorothy <br />Howard, Clerk of District Court, be authorized to hire staff <br />replacement for Kathleen Hersch effective November 1, 1988, at a <br />starting salary of about $950.00 per month. On roll call vote, the <br />motion carried unanimously. <br /> <br /> Upon the recommendation of County Accountant Mike Montplaisir, <br />Mr. Larson moved and Mr. Sondrall seconded to authorize publication <br />of 1988 budget adjustments and schedule a public hearing on the date <br />of November 8, 1988, at 9:30 A.M. On roll call vote, the motion <br />carried unanimously. <br /> <br /> Upon the recommendation of Sandra Brumfield, Personnel <br />Technician, Mrs. Stanton moved and Mr. Larson seconded that the <br />Personnel Department be authorized to send registered letters to all <br />qualified beneficiaries notifying them of their "election of <br />coverage" option according to mandated health benefits of the <br />Consolidated Omnibus Budget Reconciliation Act (COBRA) of 1985. <br />Motion carried. <br /> <br /> <br />
