79 <br /> <br /> County Planner Earl Haugen appeared before the Board and <br />reported that a public hearing was held by the County Planning <br />Commission on regulations relating to the storage and accumulation of <br />junk. He requested delaying County Commission approval until next <br />week after the States Attorney reviews the penalty clause. <br /> <br /> Eari Haugen presented a ietter dated June 6, 1988, regarding <br />Amended Pianning Commission By-Laws. Mr. Nieland moved and <br />Mr. Larson seconded to receive and file the letter. However, <br />Mrs. Stanton felt the County Commission should approve the by-laws <br />and the motion and second were withdrawn. Mr. Wieland moved and <br />Mrs. Stanton seconded to approve the Amended By-Laws of the Cass <br />County Planning Commission. Motion carried. <br /> <br /> The Chairman received correspondence from County Planner Earl <br />Haugen, dated June 6, 1988, concerning Oxbow incorporation <br />petitions and enclosing the findings of individual County Planning <br />Commission members, the County Planner's Report, and <br />correspondence. Copies will be provided to each Commissioner. <br /> <br /> Ray Larson reported that he met with Sheriff Don Rudnick about <br />the proposed Law Enforcement Center, and the Sheriff has a set of <br />guidelines from the U.S. Department of Justice. The first step would <br />be to set up a public meeting, and the Commission was in agreement <br />that it is time for public input. Mrs. Stanton feels that the County <br />needs to know if the City of Fargo is interested in a joint effort, <br />and Mr. Larson suggested meeting with members of the Fargo City <br />Commission and the Fargo Chief of Police in the next two weeks. A <br />public input meeting was scheduled for Tuesday, July 19, 1988, at <br />7:00 PM in the Juvenile Justice Center. Chairman Eckert requested <br />that Diana Murack be responsible for the public meeting notices. <br />Mr. Larson suggested that she work with Sheriff Rudnick on this. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded that Jim 8erglie <br />from the Social Services Community Survival Program be authorized to <br />hire two additional people for the Independent Supportive Living <br />Arrangement program, these being part-time Homemaker II positions in <br />Pay Grade 12 at a salary of $925.00 per month. On roll call vote, <br />the motion carried unanimously. <br /> <br /> Upon the request of Alvin Johnson from County Social Services, <br />Mr. Larson moved and Mrs. Stanton seconded to authorize staff <br />replacement of an Eligibility Specialist in Pay Grade 17, salary <br />range of $1,161-$1,759 per month, possibly to be filled near the <br />entrance level. Mr. Johnson stated that this is the position that <br />had been filled on an emergency basis. On roll call vote, the motion <br />carried unanimously. <br /> <br /> Mrs. Stanton moved and Hr. Larson seconded that Ruth Ann Johnson <br />from Adult Services of the Oounty Soo&al Services Department be <br />authorized to hire a replacement for the position of Homemaker I in <br />Pay Grade 9 to replace Sharon Neros effective June 10, 1988. On roll <br />call vote, the motion carried unanimously. <br /> <br /> <br />
