83 Mr. Larson moved and Mr. Sondrai1 seconded to accept the recommendation of the County Director of Tax Equalization to set the valuation of the Cargill Sunflower Plant located in Riverside at $8,831,100 for 1988. On roll call vote, the motion carried unanimously. Upon the recommendation of Clarence Miller, Mrs. Stanton moved and Mr. Larson seconded that a 12 acre tract in Unplatted, City of Fargo, be added to the tax rolls at a valuation of $7,500. The property was inadvertently omitted from the a~sessment rolls after being annexed to the City of Fargo. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded that the County Board of Tax Equalization be adjourned for 1988. Motion carried. The Board reconvened as the County Board of Commissioners. Upon the recommendation of County Engineer Don Richards, Mr. Larson moved and Mr. Sondrall seconded that the Chairman be authorized to sign the lease agreement with Norwest Bank Municipal Lease Program on the purchase of an excavator at a cost of $129,858 at the rate of .07~9~ interest. On roll call vote, the motion carried unanimously. Mrs. Stanton moved and Mr. Larson seconded that the Commission minutes reflect the closing of a Normanna Township bridge three miles east of Kindred effective June 14, 1988, by the County Engineer due to its unsafe oondition~ and that the Chairman of the Normanna Township Board of Supervisors be notified of this action in writing. In answer to a question by Mr. Sondrall, Mr. Richards stated that the North Dakota Century Code gives the responsibility to counties for bridge inspections and to close the bridge if it is unsafe. On roll call vote, the motion carried unanimously. Chairman Eckert asked Don Richards to notify Normanna Township. Mr. Wieland moved and Mrs. Stanton seconded to receive and file a letter from Mark Vanyo regarding paving of County Road 31 north of Fargo. A meeting was set for 8:00 AM on June 17, 1988, at the County Road Department to discuss this matter. Motion carried. Correspondence was received from States Attorney Robert Hoy, and he recommended the following action for correcting title defects resulting from tax proceedings on a certain tract of land north of the City of West Fargo and within the City of Riverside. Mr. Larson moved and Mrs. Stanton seconded to adopt Resolution ~1988-16 as provided by the States Attorney on the above matter. Motion carried. Mr. Larson moved and Mrs. Stanton seconded that the Chairman be authorized to sign a Quit Claim Deed from Cass County to Nor~est Oapital Management & Trust Co. on the above matter. Motion carried. Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign the Quit Claim Deed from Cass County to the City o~ Riverside on the above matter. Motion carried.
