84 Mrs. Stanton moved and Mr. Larson seconded that the Ohairman be authorized to sign the Quit Claim Deed from Cass County to Held Beef Industries, Inc. on the above matter, when aii of the provisions of the paragraph in the States Attorney's letter are met. Motion carried. Florenz Bjornson, Chairman of the Cass County Social Services Board, was present to request the County Commission to authorize funding for a staffing analysis of Social Services at a cost of up to $4,500.00. Mr. Wieland stated that the County 8card has considered a staffing analysis for other Oounty departments, particularly the Sheriff's Department. He stated that there seems to be a personnel problem with Social Services in that the employees are placed under some State regulations and some County regulations. Me is upset that the County policy is not being adhered to. Mr. Eokert stated that he met with the Social Services Board yesterday and explained the Oounty's personnel policies. Mrs. Stanton stated that one employee from Social Services received overtime of $600.00 for the month of Hay when the County Commission said no overtime would be allowed for this position. Mr. Larson moved and Mr. Sondrall seconded to authorize the County Social Services Board to spend up to $4,500 for a staffing analysis. Mrs. Stanton offered a substitute motion, seconded by Mr. Wieland, that Chairman Eokert appoint two Commissioners to work with a committee from Social Services regarding a staffing analysis for County departments where it is needed. Mr. Wieland noted that since the Oounty Oommission meeting will be recessed today until June 16, 1988, he suggested discussing the staffing analysis at that time. In the meantime, he suggested that Florenz Bjornson discuss with the Social Services 8card the option of combining the study with other County departments as determined by the County Oommission, and to make the selection process together. Mrs. Stanton withdrew her substitute motion and Mr. Wieland withdrew his second. Mr. Larson withdrew his motion and Mr. Sondrall withdrew his second. Administrative Assistant Diana Murack reported that the insurance specifications have been updated in the area of property and equipment and have been submitted to the Auditor's Office. On roll call vote, the motion carried unanimously. Earl Haugen reported that the County Commissioners received the report from the County Planning Commission on the Oxbow incorporation petition. The Cass County Commission will hold a public hearing at 7:00 PM on June 15, 1988, at the Juvenile Justice Center. Mrs. Stanton stated that last week the Commission referred a letter to Earl Haugen regarding creation of a special assessment
