84 <br /> <br /> Mrs. Stanton moved and Mr. Larson seconded that the Ohairman be <br />authorized to sign the Quit Claim Deed from Cass County to Held Beef <br />Industries, Inc. on the above matter, when aii of the provisions of <br />the paragraph in the States Attorney's letter are met. Motion <br />carried. <br /> <br /> Florenz Bjornson, Chairman of the Cass County Social Services <br />Board, was present to request the County Commission to authorize <br />funding for a staffing analysis of Social Services at a cost of up to <br />$4,500.00. Mr. Wieland stated that the County 8card has considered <br />a staffing analysis for other Oounty departments, particularly the <br />Sheriff's Department. He stated that there seems to be a personnel <br />problem with Social Services in that the employees are placed under <br />some State regulations and some County regulations. Me is upset that <br />the County policy is not being adhered to. Mr. Eokert stated that he <br />met with the Social Services Board yesterday and explained the <br />Oounty's personnel policies. Mrs. Stanton stated that one employee <br />from Social Services received overtime of $600.00 for the month of <br />Hay when the County Commission said no overtime would be allowed for <br />this position. <br /> <br /> Mr. Larson moved and Mr. Sondrall seconded to authorize the <br />County Social Services Board to spend up to $4,500 for a staffing <br />analysis. Mrs. Stanton offered a substitute motion, seconded by <br />Mr. Wieland, that Chairman Eokert appoint two Commissioners to work <br />with a committee from Social Services regarding a staffing analysis <br />for County departments where it is needed. Mr. Wieland noted that <br />since the Oounty Oommission meeting will be recessed today until <br />June 16, 1988, he suggested discussing the staffing analysis at <br />that time. In the meantime, he suggested that Florenz Bjornson <br />discuss with the Social Services 8card the option of combining the <br />study with other County departments as determined by the County <br />Oommission, and to make the selection process together. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Earl Haugen reported that the County Commissioners received the <br />report from the County Planning Commission on the Oxbow incorporation <br />petition. The Cass County Commission will hold a public hearing at <br />7:00 PM on June 15, 1988, at the Juvenile Justice Center. <br /> <br /> Mrs. Stanton stated that last week the Commission referred a <br />letter to Earl Haugen regarding creation of a special assessment <br /> <br /> <br />
