64 <br /> <br /> Mr. Larson requested itemized expenses for 1987 of the Rush <br />River, Maple River and North Cass Water Resource Districts as was <br />provided for the Southeast Cass Water Resource District. Concerning <br />their budgets, Mr. Larson moved and Mrs. Stanton seconded that the <br />Chairman send a letter to the four Water Resource District Boards <br />informing them that if they are pro3eoting to exceed their budget on <br />any iine items they must obtain prior approvai from the Oounty <br />Commission. Mr. Wieland questioned treating these four boards <br />differently than other boards appointed by the County. At the oali <br />for the question and upon roil call vote, the motion failed with <br />Mrs. Stanton and Mr. Larson voting "Aye";and Mr. Sondrall, <br />Mr. Wieland and Mr. Eokert voting "No" <br /> <br /> Mr. Larson moved and Mrs. Stanton seconded that notification be <br />sent to Boards within the County advising them to appear before the <br />County Commission for approvai before exceeding the saIaries line <br />item in their budget. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Extension Agent Rudy Radke appeared before the Board regarding a <br />shortage in budget line items where the County Commission reduced his <br />1988 budget request. Mrs. Stanton moved and Mr. Wieland seconded to <br />approve increasing the Extension Service 1988 budget by $7,500 to pay <br />for expenses outlined by Mr. Radke, the money to be paid from the <br />County Contingency Fund. On roll call vote, the motion carried <br />unanimously. <br /> <br /> Roy Faught, Chairman of the Cass County Soil Conservation <br />District, was present along with Rudy Radke, Adrian Ivers, Wayne <br />Colberg and Carl Grindberg to discuss the need for updating soil <br />surveys and to correlate classifications. Mr. Larson moved and <br />Mr. Wieland seconded that the Chairman be authorized to write letters <br />to the Federal and State Soil Conservation Services in support of a <br />proposal for soil survey maps that would be equal to all areas of <br />Cass County. Motion carried. Rudy Radke was requested to assist in <br />writing the letters. <br /> <br /> EarI Haugen, County Planner, was present at this time. <br />Mrs. Stanton moved and Hr. Larson seconded to adopt Resolution <br />~1988-11 concerning the Cass County Comprehensive Land Use Policy <br />Plan; and authorize the Chairman and Auditor to sign the resolution. <br />Motion carried. <br /> <br /> Mr. Larson moved and Mr. Wieland seconded to adopt the Municipal <br />Incorporation Review Procedure as approved by the Cass County <br />Planning Commission and the States Attorney. Motion carried. <br /> <br /> Upon the request of County Planner Earl Haugen, Mrs. Stanton <br />moved and Mr. Larson seconded that he be allowed to hire a summer <br />Planning Assistant for a period not to exceed 6 months at a cost of <br />$2,000 to be paid from the salaries line item in the Planning <br />Department budget and $1,000 to be paid from the County Contingency <br />Fund. Mr. Wieland amended the motion to authorize $2,000 for the <br />Planning Assistant for four months and to request the additional <br />$1,000 after that period of time if the workload warrants it. <br />Mr. Larson seconded the amended motion. Upon roll call vote, the <br />motion carried unanimously. <br /> <br /> <br />
