42 Upon the request of 'Tom Jensen, Mr. Sondrall moved and Mr. Larson seconded that Soolal Services be authorized to hire staff replacement 'for' a Clerk 3 general office position in pay grade 11 in the Low Income Energy Assistance Program in 'the salary range of $886 to $1,329 per month. On roll call vote, the motion carried unanimously. Concerning replacement for Donna Lays in the Accountant I position, Mr'. Wieland stated that it must be understood that the position in the future will require a person with computer skills. Mrs. Stanton suggested involving Richard Offutt in the interview process. Mr'. Larson moved and Mr. Sondrall seconded that Sooiat Services be authorized to fill the vacancy caused by 'the resignation of Donna Lays, and that Mr. Jensen coordinate the interview process with Richard Offutt after' reducing the number of qualified applicants to five or less. Motion carried. Mrs. Stanton moved and Mr. Wieland seconded that the Administrative Assistant be authorized to advertise for the position of County Director of Tax Equalization in newspapers in the cities of Fargo, Grand Forks, Minor and Bismarck, and to follow the usual procedures for advertising which includes notification to North Dakota Job Services. On roll call vote, the motlon carried unanimously. Mr. Nieland and Diana Murack will be writing a letter to Ehlers and Associates informing them that the County Commission, as a public body, will likely interview other firms but r'eoognizing the work that Ehlers and Associates has already done on the combined law enforcement center project. Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and Mr. Larson seconded to award the low bid of 8order States Paving in the amount of $9~3,341.55 for bituminous surfacing on County Road 15 and County Road 16. On roll call vote, the motion carried unanimously. Upon the recommendation of the County Engineer, Mr. Sondrall moved and Mrs. Stanton seconded that the Chairman be authorized to sign a resolution from the State Highway Department recommending acceptance of the low bid of Border States Paving, Inc. in the amount of $1,097,400.28 for Federal Aid Projects on county road from Chaffee north and from Chaffee east. On roll call vote, the motion carried unanimously. Upon the recommendation of the County Engineer, Mrs. Stanton moved and Mr. Larson seconded that the Chairman be authorized to sign a resolution from the State Highway Department recommending acceptance of the low bid of Dakota Bridge Company of Fargo in the amount of $249,99~.12 for- a bridge pro3ect over the Maple River 1.5 miles south of Durbin. On roll call vote, the motion carried unanimously.
