Administrative Assistant Diana Muraok asked <br />if any of the Commissioners have seen the proposals between the two <br />companies and stated that she would like to see the two. <br />Mrs. Stanton assumed that the reason for the difference in the cost <br />of the two proposals would be because of the consultant that Charles <br />8ailly and Company is bringing in. Sheriff Don Rudniok was present <br />and asked if the study will take into consideration the amount of <br />staff required in a department, and Mr. Offu'tt stated that it does <br />not. Mrs. Stanton agreed this needs to be evaluated and asked Mr. <br />Offutt to see if this is one area of their expertise. At the call <br />for the question and upon roll call vote, the motion carried <br />unanimously. <br /> <br /> Upon the recommendation of Richard Offutt, Mr. Wieland moved and <br />Mr. Sondrall seconded 'that the Director of Administrative Services be <br />authorized to send a memo requesting that all information concerning <br />job openings, hiring of new personnel and separation of employees, <br />and all personnel matters be forwarded to the personnel office <br />commencing immediately. Motion carried. Mrs. Stanton felt it is <br />time for the Commission to do a table of organization. The County <br />has recently hired three new people and there is a question of who is <br />responsible to whom. She stated that she understands there is a <br />problem with departments not providing records when they are <br />requested to do <br /> <br /> Richard Offutt requested clarification from the Commission on <br />· the storm day policy and on pay for working holidays, particularly as <br />i't relates to the Sheriff and Road Departments. The Commission <br />requested Sheriff Rudniok and County Engineer Don Richards, who were <br />both present, to provide written policies to Mr'. Offutt, who will <br />report back to the Commission. <br /> <br /> Upon the request of Richard Offutt, Mr. Larson moved and <br />Mrs. Stanton seconded that the Chalrman be authorized to sign the <br />agreement with Eide Helmeke & Co. for professional fees for technical <br />assistance on the personnel policies and procedures manual in the <br />amount of $2,500, to be paid from the County Contingency Fund. On <br />roi1 call vote, the motion carried unanimously. <br /> <br /> The following bids were received for bituminous surfacing on <br />County Road 15 from Kindred north 4 1/2 miles, and on County Road 16 <br />from Davenport east 5 miles: <br /> <br />Northern Improvement Co. <br />Border States Paving, Inc. <br />Johnson Construction Co. <br />F-M Asphalt, Inc. <br />Mayo Construction of Cavalier <br /> <br />$1,002,6'73.00 <br />$ 935,341.55 <br />$ 940,630.95 <br />$1,021,411.20 <br />$1,035,642.68 <br /> <br /> Mr. Wieland moved and Mr. Sondrall seconded that the above bids <br />be referred to the County Engineer for tabulation and recommendation. <br />Motion carried. <br /> <br /> <br />
