26 <br /> <br /> Attorney Greg Selbo appeared before the Board to answer any <br />questions on the petitions for incorporation of a municipaiity of <br />the residents of Oxbow Country Club and Estates to incorporate as <br />the City of Oxbow, North Dakota. Mr. Wieland moved and Mrs. <br />Stanton seconded to receive and file the petitions for incorporation <br />of Oxbow and refer to the Cass County Planning Commission for <br />evaluation and recommendation. Motion carried. <br /> <br /> Mrs. Stanton moved and Mr. Sondrall seconded that a letter <br />prepared and read by Commissioner Wieland regarding the tax <br />increment error be sent to the Chairman of all County Commissions in <br />North Dakota, with a copy to the North Dakota Insurance Reserve Fund <br />and to Mark Johnson, North Dakota Association of Counties. Motion <br />carried. <br /> <br /> Mrs. Stanton moved and Mr. Nieland seconded to receive and <br />file a letter from the Rush River Water Resource District regarding <br />a proposed easement for Brewer Lake, and refer it to States <br />Attorney Robert Hoy. Motion carried. <br /> <br />Mr. Wieland reported that the Fargo Chamber of Commerce is <br />requesting a joint meeting wlth Cass County and area legislators on <br />March 19, 1988, from 9:50 - 11:00 A.M. at the Chamber Office. <br />Administrative Assistant Diana Murack was requested to send a letter <br />confirming the meeting date and time. <br /> <br /> Mr. Wieland reported that he has been invited to become a <br />member of a committee being established by the North Dakota <br />Association of Counties and consisting of 20 persons from throughout <br />the State. <br /> <br /> A public hearing was held at 10:00 A.M. on the requirements <br />for Community Development Block Grant funds for housing <br />rehabilitation. Claudia Frederick from the Lake Agassiz Regional <br />Council was present and asked that a member of the County Commission <br />attend the Policy Advisory meeting in Bismarck in May to explain the <br />County's position and policy on paybaok of funds. She stated that <br />she will advise the Commission on the exact date of the meeting in <br />Bismarck. No one else was present for the public hearing, and the <br />Chairman declared it closed. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded to receive and <br />file correspondence from Attorney Brian Neugebauer regarding <br />recommendations of the Municipal/County Court Study Committee. <br />Motion carried. Copies will be distributed to each Commissioner. <br /> <br /> The Chairman received copies of correspondence from States <br />Attorney Robert Hoy to the North Dakota Insurance Reserve Fund and <br />to the Dawson Insurance Agency formally requesting a settlement of <br />claims against Cass County regarding the tax increment error. <br /> <br /> <br />
