25 REGULAR MEETING OF OASS OOUNTY BOARD OF OOMMISSIONERS FEBRUARY 23, 1988 Chairman Don Eckert called the meeting to order with four members present as follows: Jeannette Stanton, Oscar Sondrall, Alon Wieland, Don Eokert. Oommissioner Ray Larson was absent. Mrs. Stanton moved and Mr. Sondrall seconded that the minutes of the previous meeting be approved as written. Motion carried. A hearing was held on Application for Abatement and Settlement of Taxes submitted by Kathleen Ann Oiweii Pederson for property in the City of Casselton. County Director of Tax Equalization Clarence Miller stated that the application was denied by the City of Oasselton, but Mr. Miller feels the property is over-assessed. Upon the recommendation of the Director of Tax Equalization, Mrs. Stanton moved and Mr. Sondra11 seconded that the assessed valuation be reduced from $47,400 to $20,000 for the years 1986 and 1987. On roll call vote, the motion carried unanimously. Administrative Assistant Diana Murack presented copies of the Walsh County Charter on Home Rule, as requested by members of the Commission. Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and Mr. Sondrall seconded to authorize the Ohairman to sign the Agreements for Oonstructlon and Maintenance; the supporting Resolutions No. 1988-4, 5, and 6; and the Right of Way Certificates for three road projects to be included in the March 25th bid letting in Bismarck, these being from Chaffee north three miles on County Road 5; County Road 6 from Chaffee east to County Road 18; and a bridge project near Durbin. On roll call vote, the motion carried unanimously. Mr. Richards stated that he anticipates receiving $850,000.00 in Federal Aid on these projects. Mr. Sondrall moved and Mrs. Stanton seconded that the County Engineer be authorized to advertise for bids for bituminous paving on County Road 15 from Kindred north to County Road 16 and west to Davenport, to be paid from the 10 Mill Road Levy fund. On roll call vote, the motion carried unanimously. County Engineer Don Richards stated that he received approval from the Salary Review Committee for a new position in his office, this being Engineer Tech. II. Mrs. Stanton moved and Mr. Wieland seconded that the County Engineer be authorized to hire an Engineer Tech. II in Pay Grade 8 at an annual salary of $18,595.20. On roll call vote, the motion carried unanimously. It was noted that the Commission did not receive any correspondence on this from the Salary Review Committee.
