Representatives of the Fargo School District were present, and Mr. Ben Clapp <br />expressed concern that the County Commission has not yet reached a decision on how to <br />correct the assessment error reflected in the current 1987 tax statements. Mr. Wieland <br />referred to a memo from County Treasurer Maxine Liversage stating that it would cost <br />approximately $25,000 to send statements for one year's tax. Mr. Eckert stated that <br />letters were received from other entities only today, and the Commissioners have not had <br />an opportunity to review them. The County Commission is also waiting for a legal opinion <br />from the States Attorney, Robert Hoy. Mr. Eckert apologized for tile delay but stated that <br />the County Commission does not wish to make a wrong decision in trying to correct the <br />situation. <br /> <br /> States Attorney Robert Hoy was requested to attend the meeting at this time, and he <br />acknowledged that a mistake has been made. He stated that the question is how to correct <br />it in a lawful manner, and he advised that the County Commission not act quickly until it <br />is determined what is lawful. <br /> <br /> Mr. Larson suggested placing the tax increment assessment issue on the agenda for <br />next Tuesday, at least for an update on the matter. Bev Nielson from the Fargo School <br />Board felt the County Commission should be setting some deadlines for receiving <br />information, and Mrs. Stanton stated that the elected officials of the County are aware <br />that the Commission is waiting to receive further information as soon as possible. <br />Mr. Larson moved and Mrs. Stanton seconded that the matter of the tax increment <br />assessments be placed on the agenda next Tuesday, at least for an update of what has <br />transpired in the past week. Motion carried. <br /> <br /> Mr. Wieland moved and Mr. Larson seconded to receive and file the letters from <br />various officials of the Fargo Public School District, from County Treasurer Maxine <br />Liversage, Fargo Park District, Southeast Cass Water Resource District, Office of State <br />Tax Commissioner, and the Dawson Insurance Agency regarding the tax increments assessment <br />error. Motion carried. <br /> <br /> Sheriff Don Rudnick presented informal bids for police vehicles, and he requested the <br />Commission to consider them today rather than calling for formal bids as previously <br />authorized. Mrs. Stanton moved and Mr. Larson seconded to rescind the action to open bids <br />on February 16, 1988, as stated in the motion of December 22, 1987, authorizing the <br />Sheriff to advertise for bids for patrol vehicles. Motion carried. <br /> <br />The Chairman proceeded to read the following bids for Sheriff's patrol vehicles. <br /> <br />Gateway Chevrolet <br />Wallwork Automotive Center <br /> <br />$13,258.07' <br />$13,777.19 <br /> <br /> Upon the recommendation of Sheriff Don Rudnick, Mr. Larson moved and Mr. Sondrall <br />seconded to accept the bid of Gateway Chevrolet for four patrol vehicles at a cost of <br />$13,258.07 per unit. On roll call vote, the motion carried unanimously. <br /> <br /> Upon the recommendation of County Engineer Don Richards, Mrs. Stanton moved and <br />Mr. Larson seconded to approve payment of $27,774 to the City of West Fargo for <br />1987 Pothole and Street Repair Funds. On roll call vote, the motion carried unanimously. <br /> <br /> Mr. Wieland moved and Mrs. Stanton seconded to authorize the County Engineer and the <br />Administrative ASsistant to contact the Frank Richard estate and obtain any County records <br />they have, and file them in the County Engineer's office. Motion carried. <br /> <br /> Diana Murack asked whether Cass County observes Martin Luther King Day as a holiday, <br />and the Commission determined not to observe it since the Governor of North Dakota has not <br />declared it a State holiday. <br /> <br /> <br />
