<br />Commission Minutes--October 3, 2005 2986 <br /> <br />Mrs. Sorum said she would like the county to do more research before voting today if the <br />jurisdiction is unclear. Mr. Pawluk said he believes the commission does have authority to <br />vote on this because the property currently is not a part of the City of Harwood. He concurs <br />with Mr. Berndt's recommendation for the placement of the access to County Highway 22 <br />for safety reasons after viewing the area today and seeing that traffic is an issue. He said <br />there is no question turn lanes will be needed at this location. <br /> <br />Mr. Monson, who owns the adjoining property, said he serves on the Cass County Planning <br />Commission and the Harwood City Planning and Zoning Commission from the extra- <br />territorial area. He visited with Mr. Pawluk at this location earlier today and concurred that <br />traffic is an issue. He said there are more than 1,100 cars per day traveling this road. The <br />concern of Mr. Monson is that development be done properly and with foresight. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to require that access to <br />Cass County Highway 22 near Harwood be placed at the west property <br />line, as recommended by the county engineer. Discussion: Mr. Morken <br />disagrees with moving the access further west because he said the <br />development potential to the west is very limited. He said his proposed <br />development is small and will have very limited vehicle traffic. Mr. Vanyo <br />said the county engineer's recommendation is good policy in terms of <br />development, and for right now, he believes the county has jurisdiction. <br />At the call for the question and on roll call vote, the motion carried with <br />three members voting "Aye"; Mr. Bennett and Mrs. Sorum opposing. <br /> <br />The county auditor received e-mail prior to the end of today's meeting indicating the City of <br />Harwood intends to file an annexation plat next week for the area which includes the <br />proposed development of Homeland Developer's Inc. <br /> <br />14. VECTOR CONTROL BUILDING, Chanae orders E-2 and M-1 approved <br />In a memorandum to the board dated September 27,2005, Mr. Berndt asked to add an item <br />to today's agenda for approval of change order E-2 in the amount of $14,747 and change <br />order M-1 in the amount of $15,062 for the vector control chemical storage building. He <br />said the original mechanical and electrical designs did not take into account the local <br />building code requirements to meet the necessary occupancy rating of H-3 since it involves <br />the storage of chemicals. <br /> <br />Joe Jenni was present from T.L. Stroh Architects, Ltd. and, as a way of explanation, said <br />their consultants missed the fact the building has an H-3 occupancy rating so it was not <br />designed correctly. The need for the change orders was discovered prior to the installation <br />of any fixtures so no work was duplicated; and Mr. Berndt said presumably the bids would <br />have reflected the cost of the more expensive mechanical and electrical fixtures had it been <br />included in the original construction contracts. <br /> <br />Cass County will receive reimbursement from the architect and the engineering firm in the <br />amount of 15% of the change order, or $4,471.35, which is the amount of overhead charged <br />on the change orders. <br />
