<br />Commission Minutes--August 18, 2003 2645 <br /> <br />MOTION, passed <br />Mr. Meyer moved and Mr. Bennett seconded to authorize the chairman to <br />sign the contract with Pacific International Engineering for the Maple <br />River Flood Insurance Study, upon receipt and subject to the State's <br />Attorney's approval. Discussion: Mr. Berndt said the State's Attorney's <br />comments have been included in the revised contract presented today. <br />On roll call vote, the motion carried unanimously. <br /> <br />12. BUDGET REVIEW, Preliminary budQet approved at 65.00 mills/public hearino set <br />County Auditor Michael Montplaisir provided a letter, dated today, on the 2004 preliminary <br />budget, including a summary and a copy of the notice of hearing to be published in The <br />Forum. He said the mill levy would be unchanged for 2004, going from 65.05 to 65.00 mills <br />for General and Special Revenue Funds, and from 21.10 to 21.35 for Agency Funds, at this <br />time. He suggested that the board hold a budget meeting again in September, after the <br />public hearing, to consider any input that may be received and further suggestions by <br />individual commissioners. <br /> <br />Mrs. Sorum asked if any more items were removed from the social service budget and said <br />she would like to know what has been changed. Mr. Montplaisir said nothing was omitted <br />from their budget since the last time the board met with them. Mrs. Sorum had hoped to <br />see a revised budget today showing the changes made by the board up to this point. <br />Concerning the salaries of social service employees, Mr. Bennett asked if the budget <br />includes the county pay scale rather than the State's wage freeze, and Mr. Montplaisir said <br />the salaries are in accordance with the county wage scale. <br /> <br />Crystal Dueker, Fargo, asked several questions about the county budget and said she is <br />happy to see the mill levy stay the same. Mr. Wagner said the commission has more work <br />to do on the 2004 budget after the public hearing in September. <br />MOTION, passed <br />Mr. Bennett moved and Mr. Meyer seconded to approve the 2004 <br />preliminary county budget in the amount of $49,654,146 and set the <br />preliminary mill levy at 65.00 mills for county funds and 21.35 for agency <br />funds; and to set 3:30 PM on September 15, 2003, in the Commission <br />Room, Cass County Courthouse, as the time and date for the public <br />hearing on the 2004 preliminary budget. On roll call vote, the motion <br />carried unanimously. <br /> <br />13. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Meyer seconded to approve Voucher No. <br />179,426 through No. 179,977. On roll call vote, the motion carried <br />unanimously. <br /> <br />14. EMERGENCY MANAGEMENT; CABLE ACCESS TV; MEETING UPDATES; STATE'S <br />ATTORNEY GRANT, Committee reports <br />Bonnie Johnson, County Coordinator, met with representatives of the City of Fargo on the <br />possibility of forming a joint emergency management program that would be a stand-alone <br />operation. She suggested asking the City of Fargo to draft a joint powers agreement if the <br />county is interested in pursuing it. <br />
