NORTH DAKOTA ASSOCIATION OF COUNTIES, DeleQate to state convention <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Meyer seconded to appoint Charlotte Sandvik <br />as Cass County's delegate to the North Dakota Association of Counties <br />Convention to be held October 5-8, 2003, at the Best Western Ramkota <br />Hotel, Bismarck, North Dakota, and to pay her registration from the <br />Commission budget. On roll call vote, the motion carried unanimously. <br /> <br />9. CONTRACT APPROVAL, North Dakota Department of Human Services: North Dakota <br />Department of Transportation Traffic Safety Grant <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Meyer seconded to approve the following <br />contracts submitted by respective department head, subject to state's <br />attorney approval, and authorize the chairman to sign: On roll call vote, <br />the motion carried unanimously. <br /> <br />North Dakota Department of Human Services--Adult Protective Services in <br />Region V; <br />North Dakota Department of Transportation--Traffic Safety Grant in the amount <br />of $12,760 for occupant protection and other traffic safety enforcement. <br /> <br />10. SHERIFF'S DEPARTMENT, Public hearinQ on 2003 law enforcement block Qrant funds <br />A public hearing was advertised for this date, time and place for the purpose of receiving <br />public input on the expenditure of 2003 law enforcement block grant funds. Chairman <br />Wagner opened the hearing and invited comments from the public. Hearing none, the <br />public hearing was closed. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Bennett seconded to accept the 2003 Law <br />Enforcement Block Grant funds as submitted by the applicant agent, <br />Glenn Ellingsberg, in the amount of $13,374. On roll call vote, the motion <br />carried unanimously. <br /> <br />11. ROAD DEPARTMENT, Flood insurance mappinQ contract with Pacific International <br />Keith Berndt, County Engineer, presented an agreement for consulting services with Pacific <br />International Engineering, PLLC, on the Maple River Flood Insurance Study, LiDAR (Light <br />Detection and Ranging) Mapping Phase I Work. This project expands the study of the <br />Sheyenne River to include the Maple River in southeastern Cass County, as well as areas <br />in the townships of Davenport, Warren, Durbin and Mapleton. The estimated completion <br />date of the project is March 31, 2004. <br /> <br />According to information provided by the County Engineer, the total estimated cost of the <br />project is $177,397 and FEMA (Federal Emergency Management Agency) is funding the <br />majority of the project. FEMA is asking for a local contribution of $81 ,343, of which the <br />North Dakota State Water Commission will pay 35%, or $28,470. Mr. Berndt also has a <br />commitment of $25,000 from the Cass County Joint Water Resource District, leaving a <br />balance of about $28,000 from Cass County Government. County funds would be paid <br />from the engineering/consulting line item in this year's county highway budget, according to <br />Mr. Berndt. <br />
