PACIFIC <br /> <br /> EXHIBIT A <br /> <br />INTERNATIONAL ENGINEERING <br /> <br />SCOPE OF WORK <br /> Technical Proposal <br /> <br />PLLC <br /> <br /> LIDAR Mapping Phase I <br /> Maple River and Overflow Area <br />Flood Insurance Study in Cass County, ND <br /> <br />Background <br /> <br />The purpose of the Work is to provide LIDAR mapping Phase I acquisition as part of <br />detailed flood elevations and floodway boundaries, Flood Insurance Rate Maps and Flood <br />Insurance Studies for study area in Cass County, ND. At the Sheyenne River FIS kickoff <br />meeting on June 26, 2002 and at the review meeting on April 22, 2003, the communities <br />requested that the Sheyenne River FIS be expanded to include the lower Maple River and <br />its breakout area. The expanded FIS is necessary to complete the Sheyenne River FIS, as <br />the Maple River breakout significantly affects flood elevations and flood boundaries in <br />Mapleton Township. The communities place the Maple River FIS at the highest priority on <br />their list of proposed studies. The study reach includes an approximately 30-mile reach of <br />the lower Maple River from its confluence with the Sheyenne River to approximately one <br />half mile downstream of Burlington Northern Railroad Bridge at Durbin; a 20-mile reach <br />tributary of breakout flow area in Durbin, Mapleton, and Raymond Townships; and the <br />flood breakout areas on both sides of this reach of the Maple River and tributaries. The <br />downstream side flood elevations will match with the current FEMA study and the <br />Sheyenne River breakout flows will be merged with the Maple River breakout flows in the <br />tributary study reach. The LIDAR 1-foot contour topos for a total area of approximately 91- <br />square-miles on the west and north of the Sheyenne River breakout LIDAR mapping area <br />will be acquired. The LIDAR mapping work will be performed in two phases. Phase I <br />consists of LIDAR Surfacing and Orthophotography. Phase II consists of Contour <br />Generation and Planimetric Mapping. The Phase II LIDAR work and other FIS tasks will be <br />performed by PI Engineering and its subconsultants under a separate study contract with <br />FEMA Region VIII. This Scope of Work pertains only to Phase I of the LIDAR mapping <br />portion of the FIS study. <br /> <br />Task 1.0 <br /> <br />Aerial Mapping <br /> <br />Coordinate areas of coverage, specification of vertical and horizontal <br />control, scales, and other details affecting the topographic representation <br />of the study area that is necessary for detailed hydraulic modeling of <br />streamflow. Aerial LIDAR mapping will be subcontracted by <br />PI Engineering to Horizons, Inc., of Rapid City, SD. Their proposal is <br />attached as Exhibit A-I. <br /> <br /> <br />
