<br />Commission Minutes-September 19,2005 2979 <br /> <br />The vice chair called again for comments in favor of or against the proposed budget. <br />Hearing none, he declared the public hearing closed. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Pawluk seconded to direct the county <br />auditor to increase estimated revenues for the 2006 budget by $251,435, <br />according to his letter dated September 13, 2005. On roll call vote, the <br />motion carried unanimously. <br /> <br />Final approval of the budget is scheduled for the first meeting in October, to be held on <br />October 3,2005, at 3:30 PM in the Commission Room, Cass County Courthouse. <br /> <br />11. ORDINANCE #2005-5, Second readinaladoption extendina possible closina time for <br />the retail sale and consumption of alcoholic beveraaes <br />Birch Burdick, State's Attorney, was present for the second reading and proposed adoption <br />of an ordinance extending the possible closing time to 2:00 AM, as allowed by State law, for <br />the retail sale and consumption of alcoholic beverages. This ordinance would apply to <br />those areas outside the corporate limits of any city within Cass County, of which there are <br />eight licensees at this time. <br /> <br />Mr. Burdick said the ordinance is permissive, and would not require establishments to stay <br />open until 2:00 AM. He said he has not received any input on the ordinance from members <br />of the public or private enterprise. <br /> <br />Mike Bice, co-owner of the Knickerbocker Liquor Locker in Hickson, was in the audience <br />today to hear the discussion on the proposed ordinance. Last month, he was granted a <br />one-time permit to extend the closing time to 2:00 AM for a specific event. At that time, the <br />board voted to proceed with the ordinance process to make it possible for all bars in Cass <br />County's jurisdiction to extend their closing time to 2:00 AM. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded to adopt Ordinance #2005-5 <br />extending the possible closing time to 2:00 AM, as allowed by State law, <br />for the retail sale and consumption of alcoholic beverages within Cass <br />County. On roll call vote, the motion carried unanimously. <br /> <br />12. NATIONAL ASSOCIATION OF COUNTIES, Donation to Hurricane Katrina Relief Fund <br />An e-mail request was received from Bill Hansell, President of the National Association of <br />Counties (NACo), encouraging counties to help counties in the wake of Hurricane Katrina, <br />the worst natural disaster in the United States. NACo will pay all administrative costs related <br />to managing the Parish and County Family Fund, which will be distributed to needy counties <br />and their employees in the hardest hit states of Louisiana, Mississippi and Alabama. <br /> <br />Mr. Vanyo said his thought is to consider a donation equal to the amount remaining in the <br />contingency fund, which will be approximately $1,500 after paying for jail consultant services <br />scheduled later this month. <br /> <br />Commissioners discussed assistance received in Cass County in past flood events, and the <br />help Grand Forks County received from other parts of the country when that city was <br />inundated during the Red River flood of 1997. Mr. Pawluk said he feels citizens have a <br />personal responsibility to help, rather than contributing property tax dollars. <br />
