<br />Commission Minutes-September 19, 2005 2978 <br /> <br />8. SHERIFF'S DEPARTMENT, North Dakota Peace Officers Association and Outstandina <br />Citizen Award to Chouna Naet <br />Sheriff Donald Rudnick introduced Mr. Choung Nget, who saved the lives of brothers Matt <br />and Clark McGlynn, whose canoe capsized and they fell into the Red River near Oxbow on <br />August 14, 2005. Sheriff Rudnick said Mr. Nget was fishing at the time, and he immediately <br />jumped into the Red River and pulled each of them to safety. Sheriff Rudnick presented the <br />North Dakota Peace Officers Association and Lifesaving Award and a Certificate of Merit to <br />Mr. Nget, recognizing him as an outstanding citizen for his successful rescue effort. <br /> <br />Matt McGlynn was present to publicly thank Mr. Nget and said he is convinced the incident <br />would have been a recovery operation rather than a rescue without Mr. Nget's quick actions. <br /> <br />Mr. Nget introduced his wife, who was also present, and said he appreciates receiving the <br />awards. Commissioners applauded Mr. Nget and gave him a standing ovation for putting <br />his life before others and for setting an example for others to follow. <br /> <br />9. STREET IMPROVEMENT DISTRICT #2004-1 (Greyhawk), Assessment list confirmed <br />Jake Gust, Chairman of the Special Assessment Commission of the County of Cass, was <br />present and introduced fellow member, Betty Wieland, and Attorney Dan Twichell. The third <br />committee member, David Engebretson, was not present. <br /> <br />Today is the date, time and place advertised for a public hearing on Street Improvement <br />District #2004-1, Greyhawk's Subdivision. Mr. Gust said there has been no opposition to <br />the assessment district. <br /> <br />The county commission considered the question of approval of the assessment list, as <br />confirmed by the Special Assessment Commission of Cass County. Mr. Bennett called <br />three times for any comments, and no one asked to speak on the issue. The public hearing <br />was closed. <br />MOTION, passed <br />Mr. Pawluk moved and Mr. Wagner seconded that the assessment list for <br />Street Improvement District No. 2004-1 (Greyhawk's), as confirmed by <br />the Special Assessment Commission of the County of Cass on <br />September 7,2005, be and the same is hereby confirmed. On roll call <br />vote, the motion carried unanimously. <br /> <br />10. BUDGET, Public hearina on 2006 preliminary budaet <br />A public hearing was advertised for this date, time and place to allow for public input on the <br />2006 Cass County preliminary budget. Notice of today's hearing, containing the budget <br />funds and levy summary for the coming year, was published in the official newspaper of the <br />county on August 29,2005. <br /> <br />The vice chairman opened the public hearing and invited comments from the audience. <br />County Auditor, Mike Montplaisir, discussed his letter submitted to Commissioners <br />September 14th suggesting changes in revenue projections. He said original tax <br />calculations were based on a valuation of $355 million, and the current calculation is $358 <br />million. This changes some of the projected revenues, including plans by HAVA (Help <br />America Vote Act) to reimburse counties for 50% of the cost of transport units and 50% of <br />the cost for a central count scanner, for a total revenue increase of $59,600. <br />
