<br />Commission Minutes--July 7,2003 2616 <br /> <br />12. RESOLUTION #2003-6, Disaster Emeraency Operations Plan revised <br />Greg McDonald, Cass County Emergency Manager, presented a revised Emergency <br />Operations Plan to enhance preparedness efforts and allow for a clear definition of duties or <br />functions should a disaster or emergency event strike Cass County. He said the revised <br />version streamlines the emergency plan into two volumes instead of the current plan <br />consisting of one basic document and 9 other volumes, which makes it difficult to <br />implement. He said the new plan will be flexible in order to adapt to changing situations. <br /> <br />Mr. Meyer asked who was involved in writing the new plan, and Mr. McDonald said the <br />format was introduced by the State Division of Emergency Management. The plan will also <br />be presented to all of the cities in Cass County, according to Mr. McDonald. <br />MOTION, passed <br />Mrs. Sorum moved and Mr. Vanyo seconded to approve Resolution <br />#2003-6 for adoption of the revised Cass County Emergency Operations <br />Plan, pending review by the Cass County State's Attorney. On roll call <br />vote, the motion carried unanimously. <br /> <br />Resolution #2003-6 <br />WHEREAS, by virtue of the authority vested in the Cass County Board of Commissioners, <br />by the North Dakota Disaster Act of 1985 (NDCC 37-17.1), we do hereby order that the <br />revised Cass County Emergency Operations Plan be effective and declared to all <br />appropriate entities of Cass County. This plan assigns tasks and responsibilities to <br />organizations within the county. The plan establishes a broad concept for conducting <br />response and recovery operations should an emergency or disaster threaten or occur <br />anywhere in the county and cities therein. <br /> <br />We further order that all county department heads maintain the capability for executing their <br />assigned responsibilities pursuant to this plan. <br /> <br />This resolution shall have the full force and effect of the law executed at Cass County, North <br />Dakota, this yth day of July, 2003. <br /> <br />13. FLOOD PROPERTY, Committee appointed to look at farm land leases in areenway <br />Michael Montplaisir, County Auditor, said Cass County accepted a grant to purchase <br />greenway space along the Red River and the Wild Rice River in response to the 1997 flood <br />to prevent further development in areas prone to flooding. Farmland purchased this year is <br />subject to the owners and/or operators being able to remove the 2003 crop, and he relayed <br />some of the questions that have arisen concerning future leasing of the farmland. He <br />suggested a committee be appointed to address these questions and come back to the <br />board with a recommendation at the August 4th Commission meeting. <br /> <br />Irv Rustad, Lake Agassiz Regional Council, was present and said most of the farmland the <br />county is purchasing is near the Wild Rice River. Curt Cossette and Renold Cossette, who <br />would like to sell some of their land, were present at today's meeting. Curt said he and <br />Renold, his father, would like the buyout property to continue being farmed; and they would <br />like an opportunity to use the land abutting their property. His concern was that a 30-day <br />response time on the offer to purchase their property will expire before a committee could <br />meet and make a recommendation back to the board on future leasing. Mr. Rustad said <br />that timeframe could be extended, as it has been once already. <br />
