On-site activities included the following: <br /> <br />· A brief meeting with Sheriff Don Rudnick to confirm <br /> logistics for the monitoring visit; <br /> <br />· A tour of the jail to observe operations and interview <br /> staff while they were working; <br /> <br />· ]:nterviews with the Jail Supervisors, the Training Officer, <br /> and the Classification Officer; -- <br /> <br />Meetings with the Commission Chairman, the jail's__ ~. <br />portfolio Commissioner, and the County Coordinator; <br />and, <br /> <br />· Review of jail documents. <br /> <br />The most important observation is that the jail appears to be <br />clean, orderly, quiet, and well operated. The-jail is in no way in <br />cdsis nor are there any sedous problems not being addressed. <br /> <br />Probably the most significant issue is that the jail is operating <br />near capadty. During a previous visit on November 18, 2002, the <br />number of inmates in the jail was 195. On Tuesday morning, <br />February 4, there were 236 inmates in the jail -- only 16 beds <br />short of the jail's capacity of 252. There is no obvious <br />explanalJon for the rapid increase in the number of inmates <br />being housed in the jail. If these numbers are indicative of the <br />future, Cass County will need to quickly explore alternatives to <br />avoid housing inmates in other jails. <br /> <br />Facility Tour <br />A number of observations were made during the tour of the <br />facility -- both good and bad. <br /> <br />· The physical conditioning room is well eqUipped and <br /> being used by both .Jail and Sheriff's Office staff. <br /> <br />4 <br /> <br /> <br />
