The report minimized the vandalism as "isolated events <br />precipitated by two very difficult inmates and failure of <br />detention shelf fixtures under extreme attack." ]:t is very <br />important to note that if these events had not taken place, , <br />Cass County would have been experiencing operational <br />problems no greater than other jails who have completed a <br />good transition process. Although the amount of damage <br />made the events "sensational," it should not detract from <br />the high quality of the planning, design, construction, <br />transition process or operation of the new jail. <br /> <br />The report noted there were operational problems- <br />precipitated by the lack of management leadership due to <br />extended medical leave of the Jail Administrator. The most <br />serious of these problems was inconsistency between staff. <br />Management tools (i.e., the operational policies and <br />procedures, post orders, master facility schedule, inmate <br />handbook and staffing plan) also needed to be quickly <br />updated to provide consistent direction to staff. The report <br />ended with ten recommendations: <br /> <br />1. Quickly act to place someone in an administrative <br /> position to address the problems in da~-to-day <br /> operations of the jail. <br /> <br />Resolve any backlog of inmate grievances as quickly as <br />possible and within the time limits specified in the <br />policies and procedures. <br /> <br />3. Form a staff committee to work out the inconsistencies <br /> between the shifts and the individual officers. <br /> <br />4. The Sheriff and County Coordinator must meet to <br /> develop protocols for dealing with maintenance issues. <br /> <br />The prosecution of those inmates who commit vandalism <br />in the jail should be accelerated and they should receive <br />jail time and restitution if convicted. <br /> <br />6. The cells that will be used fOr destructive inmates. <br /> (disciplinary detention) should be modified immediately. <br /> <br /> <br />
