Post Occupancy Monitoring
Report

Pursuant to a Post Occupancy
Monitoring Visit February 4-6,
2003

Post occupancy monitoring is part of the transition services
contract. Tt refers to the close monitoring of jail operations
after moving inmates into the facility. Post occupancy
monitoring is the last phase of the transition process.

It is not unusual for new jails to experience problems after
opening -- Cass County is no exception. Seldom have
transition teams been able anticipate and address every
operational problem prior to opening of the new facility.
And, many jails experience at least some difficulties in
implementing the concept of direct supervision.

The purpose of post occupancy monitoring is to identify
problems early and identify strategies to mitigate the
problems. And, that is how post occupancy monitoring is
being used in Cass County.

Previous Post Occupancy Monitoring
Approximately six weeks after inmates were moved into the
new facility, the County Board of Commissioners asked for
an immediate post-occupancy monitoring visit to address
vandalism to the facility by inmates. Mr. Gary Bowker and
IVlr. 3ames Rowenhorst conducted the monitoring on
October 23-25, 2002. A briefing was provided to the Board
at the conclusion of the visit and a written report was
issued two weeks later.
