Post Occupancy Monitoring <br />Report <br /> <br />Pursuant to a Post Occupancy <br />Monitoring Visit February 4-6, <br />2003 <br /> <br />Post occupancy monitoring is part of the transition services <br />contract. Tt refers to the close monitoring of jail operations <br />after moving inmates into the facility. Post occupancy <br />monitoring is the last phase of the transition process. <br /> <br />It is not unusual for new jails to experience problems after <br />opening -- Cass County is no exception. Seldom have <br />transition teams been able anticipate and address every <br />operational problem prior to opening of the new facility. <br />And, many jails experience at least some difficulties in <br />implementing the concept of direct supervision. <br /> <br />The purpose of post occupancy monitoring is to identify <br />problems early and identify strategies to mitigate the <br />problems. And, that is how post occupancy monitoring is <br />being used in Cass County. <br /> <br />Previous Post Occupancy Monitoring <br />Approximately six weeks after inmates were moved into the <br />new facility, the County Board of Commissioners asked for <br />an immediate post-occupancy monitoring visit to address <br />vandalism to the facility by inmates. Mr. Gary Bowker and <br />IVlr. 3ames Rowenhorst conducted the monitoring on <br />October 23-25, 2002. A briefing was provided to the Board <br />at the conclusion of the visit and a written report was <br />issued two weeks later. <br /> <br /> <br />
