independent study, correspondence courses, etc. These <br />options are described in the attachment to this report <br />entitled Cost Effective In-service Training Alternatives -- <br />How to Exceed Training Standards at a Low Cost by Dr. <br />Tom Reid. The possibility of producing 5 minute training <br />videos that staff could watch in the staff break room was <br />also'discussed and considered a very good option. <br /> <br />An annual training plan for FY 2004 has not been <br />completed. A plan should be developed which identifies <br />the training needs, strategies for delivering the_training <br />and required resources ($). Mandatory refresher training <br />should be included in the plan. A master training <br />schedule should also be part of the plan. <br /> <br />The Classification/Programs officer expressed the <br />concern that these two areas were too large to be done <br />by one person. Currently most of the officer's time is <br />devoted to classification. She believes there is much <br />more that should be done in inmate programs but she <br />simply does not have time to adequately address that <br />area. ]:nmate programs are very important to jail <br />operations because they tend to imprbve inmate <br />behaviors. Good programs also have an impact after <br />release and may cut down on recidivism. Therefore, this <br />issue should be thoroughly addressed in the staffing <br />analysis and subsequently in the staffing plan. <br /> <br />The following recommendations are made pursuant to ne <br />monitoring visit. <br /> <br />Jail management should continue the task of updating <br />essential management tools (i.e., master facility <br />schedule, policies and procedure manual, post orders, <br />and staffing plan). The inmate manual has already been <br />revised and is eliminating some of the inconsistencies <br />that were causing problems with inmates, l:t is important <br />that the updates be completed as quickly as possible. <br /> <br /> <br />
