This resolution shall take effect upon its passage and approval this 7th day of April, 2003. 6. NATIONAL COUNTY GOVERNMENT WEEK PROCLAMATION, April 6-12. 2003 MOTION, passed Mrs. Sorum moved and Mr. Bennett seconded to authorize the chairman and the county auditor to sign the proclamation for National County Government Week April 6-12, 2003. On roll call vote, the motion carried unanimously. 7. SHERIFF'S DEPARTMENT, Domestic Preparedness Grant Award/budaet adiustment MOTION, passed Mrs. Sorum moved and Mr. Bennett seconded to authorize the chairman to sign the State Domestic Preparedness Grant Agreement with the North Dakota Division of Emergency Management which provides funding to the Cass County Sheriff's Office, and authorize the following budget adjustments: increase revenue 101-3503-331-55-03 by $69,210 and increase expense 101-3503-421-74-04 by $69,210. On roll call vote, the motion carried unanimously. 8. BEER LICENSE FOR LEONARD SANDHILLS GOLF COURSE LLC, Renewed for 2003 MOTION, passed Mrs. Sorum moved and Mr. Bennett seconded to approve a county beer license and Sunday alcoholic beverage permit for Rodger and Kathleen Olson, d/b/a Leonard Sandhills Golf Course LLC at Leonard, North Dakota, for the period of April 7, 2003 through December 31, 2003. On roll call vote, the motion carried unanimously. 9. EMERGENCY MANAGEMENT, Federal fund allocation for 2003 MOTION, passed Mrs. Sorum moved and Mr. Bennett seconded to authorize the chairman to sign the Emergency Management Performance Grant (EMPG) federal fund allocation for fiscal year 2003. PERMIT FOR FIREWORKS DISPLAY, Approved for Jerry Black MOTION, passed Mrs. Sorum moved and Mr. Bennett seconded to approve the permit for a fireworks display for entertainment purposes at a rural farmstead south of Horace, according to application submitted by Jerry Black, 6810 Golden Spike Road, Fargo, ND, on the date July 4th, 2003, beginning at 9:00 PM .
