<br />Commission Minutes--November 18, 2002 2536 <br /> <br />Mrs. Johnson said it appears the shelves that were used met the specifications and were <br />properly attached. There are some unresolved questions on the glass breakage, which <br />shouid not have occurred, and Mr. Kimme will review the possibility of retrofitting the cells in <br />the detention areas to determine if any modifications should be made to the design of the <br />doors with giass in them. Mrs. Johnson reported Mr. Kimme was wary of replacing the <br />glass with perforated mesh because it compromises the health and safety of the officers <br />who work in the facility. Bodily fluids were thrown on correctional staff in the old facility <br />where giass separations were not provided. <br /> <br />A couple of suggestions in the proposed motion were agreed upon by the board regarding <br />the timeframe for following the consuitanl's recommendations, specifically, the internal staff <br />committee would meet weekly, instead of monthly. with the jail administrator to work out <br />inconsistencies between shifts and individual officers. Secondly, the shift schedule should <br />be revised by the Sheriff, as outiined by the consultant, in 60 days, instead of one week. <br />Mr. Wagner said this gives everyone a timetable, and it can be addressed again in January <br />with the new commission members. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to adopt the following <br />responses to the consultant's recommendations: On roll call vote, the <br />motion carried unanimously. <br /> <br />1. Sheriff Rudnick has elected to be in charge of the jail administration and will <br />remain so for the duration of the 60-day leave, which expires December 24th. If <br />the Sheriff so chooses, he may use interim jail administrator, Jim Thoreson, for <br />assistance during the next four weeks. <br />2. Sheriff Rudnick must act immediately to resolve any backlog of inmate <br />grievances and provide a written response to the Commissioners in one week. <br />3. Sheriff Rudnick must act to set up an internai staff committee to meet weekly with <br />the jail administrator to work out inconsistencies between shifts and individual <br />officers. A report of the committee members shouid be submitted to the <br />Commission in one week. <br />4. Sheriff Rudnick and the County Coordinator completed the maintenance protocol <br />issues at the November 4, 2002 Commission meeting. The Sheriff, however. <br />should develop a protocol for reporting the on-going vandalism incidents to the <br />County Coordinator for insurance purposes. This protocol shouid be submitted <br />to the board within 10 days. <br />5. Sheriff Rudnick and State's Attorney Birch Burdick should meet as soon as <br />possible to address concerns about prosecution, jail time and restitution for those <br />inmates who commit vandalism in the jail and provide a report back to the County <br />Commission within 10 days. <br />6. The County Board will ask for design/retrofit assistance with the corrections <br />consultant, Kimme & Associates, to modify the cells that will be used for <br />disciplinary detention and advise the Board how any changes can be made. The <br />suspect shelves in the disciplinary detention area had already been removed <br />before the consultant's visit. <br />7. The recommendation on door malfunctions has been corrected by Chief <br />Industries. <br />B. The Board has already accelerated the hiring of Pod E officers from January <br />2003 to October 2002. <br />
