DEEDS REGARDING PUBLIC DRAIN, Quit claim deeds with Christianson Holdings <br />LLLP and Osgood Investments LLC <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to authorize the <br />chairman to sign two quit claim deeds regarding a public drain, one <br />being for the NE 'I. of Section 33.139-49 owned by Christianson Holdings <br />LLLP and the other for the NW 'I. of Section 33-139-49, owned by Osgood <br />Investments, LLC. On roll call vote, the motion carried unanimously. <br /> <br />14. INFORMATION SERVICES, Lease aQreement for AS400 computer <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to authorize the <br />chairman to sign the lease agreement for the AS400 computer. On roll <br />call vote, the motion carried unanimously. <br /> <br />15. CONTRACT APPROVAL, Fargo Cass Public Health: Red River ReQlonal Dispatch <br />Center: Cities of Casselton and Kindred <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve the <br />following contracts submitted by respective department head, subject to <br />state's attorney approval, and authorize the chairman to sign: On roll <br />call vote, the motion carried unanimously. <br /> <br />Fargo Cass Public Health-provision of public health and correctional health <br />services; <br />Red River Regional Dispatch Center--Computer Aided Dispatch and <br />Record Management System Agreement with the City of Fargo; <br />City of Casselton and City of Kindred--contract policing. <br /> <br />16. JAIL STAFF, Annual leave extension <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to approve the carry- <br />over of annual leave earned in 2002 for the following jail staff, as <br />provided under Personnel Policy 6.00: Kirk Kupplch, Jerry Lambertz, <br />Carlos Nestler, Loretta Orvedal, Judith Tollefson, Walter Willis and Steve <br />Zetocha. On roll call vote, the motion carried unanimously. <br /> <br />17. JAIL VANDALISM, Consultants' final report on operations <br />Commissioners received a written report last week from James Rowenhorst and Gary <br />Bowker, Correctional Consultants, who conducted a post-occupancy monitoring visit to the <br />Cass County Jail because of inmate vandalism in the new facility. Mr. Rowenhorst was <br />present today to discuss the final report, and he reviewed the observations, findings and <br />recommendations listed in the report. <br /> <br />Mr. Rowenhorst said Cass County still has one of the best jails in the country, and it is not <br />unusual for new jails to have a few problems after opening. He indicated many jails <br />experience at least some difficulties in implementing the concept of direct supervision. <br />Therefore, the jail administration and supervisors must closely monitor operations and have <br />exceptionally good communication in order to react quickly to any problems as they arise. <br />
