fail to address the basic underlying transition problems, and confidence in <br />the new jaii erodes even though the concepts in the new jail design and <br />operation have a well established success record. <br /> <br />From the moment inmates are moved into a new jail, the administration and <br />supervisors must closely monitor daily operations. The administration and <br />supervisors must meet daily during the first week of operation to quickly <br />react to a significant number of problem5 typical of the first few days of <br />operation. During the next few weeks, the jail administration and supervisors <br />may not need to meet every day but exceptionally good communication must <br />be maintained to "iron out" the problems. <br /> <br />A more formal post occupancy monitoring is conducted after several months <br />of operation and a complete evaluation is conducted at the end of the first <br />year. The eva~uation seeks to determine the following: <br /> <br /> 1. Es the facility/physical plant functioning as planned? <br /> <br /> 2. Do any adjustments need to be made in the staffing level, or does <br /> staff need to be re-deployed? <br /> <br /> 3. Is the operation efficient or can adjustments be made to enhance <br /> efficiency? <br /> <br /> 4. Are there operational problems? <br /> <br /> 5. Are the policies, procedures, and post orders being followed and if <br /> not, why not? <br /> <br /> 6. Are the principles of modern inmate supervision fully implemented? <br /> <br />To summarize, a new jail does not Just open and then run smoothly. The <br />administration must be very proactive, on a daily basis, in identifying and <br />resolving problems <br /> <br />On-site Activities <br />Prior to traveling to Cass County, the consultants were provided with some <br />information concerning the large amount of vandalism that wa5 done. Upon <br />arriving in Cass County, the consultants met with Cass County officials to <br />clarify their questions and concerns to be addressed during the monitoring <br />visit. The biggest concern was the extensive vandalism that was done in the <br />facility during the first few weeks of operation and what could be done to <br />stop it from continuing. Also of concern wa5 whether or not there were <br />operational errors or problems that contributed to the events and would <br />continue to do so if not corrected. <br /> <br />After the meeting with Cass County officials, Sheriff Rudnick took the <br />consultants on a tour of the new jail facility starting at the vehicle sally port. <br />The tour included ali inmate housing units and specifically disciplinary <br />detention where the majority of the vandalism occurred. During the tour, the <br />consultants had the opportunity to observe operations, inspect living areas <br />and eel]s, and speak to jail staff supervising those areas.
