Subsequently, the consultants had the opportunity to visit with some County <br />officials individually and to interview jail supervisors, staff, and inmates. The <br />interviews were conducted to further identify concerns and problems with the <br />new jail operation. They also help define the scope of problems and were a <br />source of additional documentation of operations. In all cases, those <br />nersons interviewed had the same ~loal -- a well-run, safe and secure iail <br />facility. Even the inmates shared this cmal althouoh exoressed in <br />somewhat different terms. <br /> <br />Jail staff provided ali available documents that were either requested prior to <br />the post occupancy monitoring visit or during the visit as new issues <br />surfaced. Documents included the following: <br /> <br />Floor plans of the building; <br /> <br />The policies and procedures currently in use; <br /> <br />The post orders for each staff post/position; <br /> <br />The Master Facility Schedule which list all of the days activities and <br />the time it is scheduled to occur; <br /> <br />Inmate disciplinary reports; <br /> <br />Disciplinary hearing reports; <br /> <br />Incident reports of the vandalism which occurred <br /> <br />FM Vending refunds; and, <br /> <br />The classification files of the inmates involved in the vandalism. <br /> <br />Some of these documents were reviewed during the post occupancy <br />monitoring visit. Others were reviewed after the visit because of time <br />constraints while on-site. <br /> <br />The consultants examined the site of the last vandalism event -- disciplinary <br />detention, also know as Sigma 4. The damage was extensive to two ceI~ door <br />windows and the windows in the dayroom. One cell door window had already <br />been removed but a second cell door window was still in place, It appeared <br />that the remaining cell door window sustained severe damage from attack <br />with a heavy sharp object without the window failing, that is, at no time was <br />the inmate able to break the window completely out or to create a hole large <br />enough to crawl through. <br /> <br />During the tour and while interviewing staff and Inmates, each consultant had <br />several hours to observe jail operations. Observing jail operations gave the <br />consultants valuable Information from which to determine the validity and <br />extent of problems. Interestingly a newspaper had used the term "riot" In a <br />headline. The consultants could find nothing that would even remotely <br />suggest that a riot was imminent.
