<br />Commission Minutes--October 21,2002 2525 <br /> <br />16. VOUCHERS, Approved <br />MOTION, passed <br />Mrs. Sorum moved and Mrs. Schneider seconded to approve Voucher <br />No. 168,957 through No. 169,614. On roll call vote, the motion carried <br />unanimously. <br /> <br />17. JAIL OPERATIONS, Vandalism in new jail <br />Scott Wagner, Jail Portfolio Commissioner, asked to amend the regular agenda today to <br />include a request for assistance in reviewing the vandaiism that has occurred in the new <br />Cass County jail since the facility opened. He said there have been five instances of <br />vandaiism within a 2-3 week period, and damages are estimated at $20.000-30,000.00. He <br />said the commission needs to be proactive and assist in finding a solution in order to remain <br />in good standing with the insurance carrier. <br /> <br />Mr. Wagner suggested that jaii consuitant, Jim Rowenhorst, be asked to retum earlier than <br />originally scheduled in order to conduct a post-occupancy monitoring visit. Typicaliy, a <br />consultant would review procedures about six months after the opening of a new facility, <br />however, Mr. Wagner said the county needs to fuliy address the recent incidents and <br />determine how jail operations might change to eliminate future damage. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to authorize Jim <br />Rowenhorst and associate to immediately travel to Cass County to <br />review jail operations and report back to the Commission concerning <br />their findings. Discussion: Bonnie Johnson said Mr. Rowenhorst could <br />make arrangements to be in Cass County by tomorrow evening and <br />begin work Wednesday, Thursday and Friday. Meetings with county <br />officials will be scheduled for Wednesday morning and Friday afternoon. <br />A notice will be sent to the local media since three or more <br />commissioners may attend those meetings. On roll call vote, the motion <br />carried unanimously. <br /> <br />18. INFORMATION SERVICES DEPARTMENT, Approval to hire a temporary employee <br />In the absence of Mike Montplaisir, who asked to add this item to today's agenda, Bonnie <br />Johnson reported that one of the PC technicians in the county's Information Services <br />Department has a medical condition and wili be gone from work for an extended period of <br />time. Mr. Montplaisir would like permission to hire a temporary worker until the current <br />employee returns to work. <br />MOTION, passed <br />Mr. Wagner moved and Mrs. Schneider seconded to authorize the county <br />auditor to hire a temporary employee on an hourly basis to assist in the <br />Information Services Department while an employee is absent. On roll <br />call vote, the motion carried unanimously. <br /> <br />19. COURTHOUSE ROTUNDA, Request for a United Way fundralser denied based on <br />county's no solicitation policy <br />This item was added to today's agenda as some of the District Court. Clerk of Court and <br />Juvenile Court employees would like approvai to set up a book fair, silent auction and bake <br />sale in the courthouse rotunda area on second floor the first part of November. <br />
