<br />Commission Minutes--October 21,2002 2524 <br /> <br />Chairman Wieland opened the public hearing and called three times for any comments from <br />the audience on this agenda topic. Hearing none, the public hearing was closed. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to accept the 2002 Law <br />Enforcement Block Grant Funds in the amount of $10,344.00. On roll call <br />vote, the motion carried unanimously. <br /> <br />14. JAIL AND SHERIFF'S RESIDENCE, Second reading on moratorium resolution <br />Chairman Wieland acknowledged second reading of the resolution to estabiish a 24-month <br />moratorium on destruction of the former jail and sheriffs residence, as well as a letter dated <br />October 17th and petitions with 256 signatures supporting the moratorium. The second <br />reading follows pubiication of the proposed resolution title, and 20 days have passed since <br />the first reading. Mr. Wieland said the board spent a significant amount of time on this topic <br />during the first reading of the resolution and invited audience members to come forward with <br />any new information they would like to provide to the commission. <br /> <br />Proponents of the resolution who addressed the board today were Crystal Dueker, <br />Jeannette Stanton, Netty Berger, and John Strand. The message they conveyed was to <br />allow more time to determine some useful purpose for the buildings. Mr. Strand asked the <br />board to consider a shorter moratorium, such as 12 months, six months or even three <br />months, if they do not support the 24-month moratorium. He commended the board on their <br />wiilingness to work with "This Old House" magazine, which will provide advertising for the <br />sheriffs residence in a section of the magazine entitled "Save This Old House." <br /> <br />Mr. Wieland next opened discussion on the moratorium resolution among commissioners. <br />Mr. Wagner explained the lengthy process the county has foilowed and said the board is <br />trying to do what they believe is in the best interest of the majority of county citizens. <br />MOTION, passed <br />Mr. Wagner moved and Mr. Meyer seconded to reject the resolution for a <br />24-month moratorium on the destruction or removal of the former Cass <br />County Jail and Sheriff's Residence. Discussion: Netty Berger said Mr. <br />Wieland indicated in a letter to Douglas Burgum that the jail and sheriff's <br />residence are not on the National Register of Historic Places. He <br />acknowledged the error and said the buildings are not on the State <br />Register of Historic Places. At the call for the question and on roll call <br />vote, the motion carried unanimously. <br /> <br />15. TAX-FORFEITED PROPERTY, Appraisal/hearinq date set <br />Frank Klein, Director of Equalization, was present concerning the list of real estate forfeited <br />to Cass County for delinquent taxes pursuant to North Dakota Century Code Chapter 57-28, <br />as submitted by the county auditor. Mike Montplaisir was unabie to attend today's meeting. <br />MOTION, passed <br />Mr. Meyer moved and Mrs. Sorum seconded to establish the sale <br />restrictions on lots, as noted In the letter from the county auditor, and to <br />set the minimum sales price of the forfeited parcels at either the total of <br />the unpaid taxes and estimate for 2002 taxes or the estimated value as <br />set by the Director of Equalization! according to Mr. Montplaisir's letter; <br />and to set the hearing date on the minimum sales price of the property as <br />3:30 PM on November 4, 2002. On roll call vote, the motion carried <br />unanimously. <br />
