REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />DECEMBER 15, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as written. Motion carried. <br />Upon the request of Tracy Anderson from the Lake Agassiz Regional <br />Council and upon approval of the States Attorney Robert Hoy, Mr. <br />Sondrall moved and Mr. Larson seconded that the Chairman be authorized <br />to sign the Financial Assistance Award for Community Development Block <br />Grant funds for Solid Comfort Furniture. On roll call vote, the motion <br />carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded that Cass County enter <br />into an agreement with the Lake Agassiz Regional Council for the sum <br />of $1, 000 for administrative work on the Solid Comfort Furniture grant <br />On roll call vote, the motion carried unanimously. The Chairman <br />asked Tracy Anderson to prepare a contract for the States Attorney' s <br />review and approval. <br />Mr. Randy Mattson, Assistant Manager of the Hunter Grain Company, <br />appeared before the Board regarding the status of the anhydrous ammonia <br />plant at Amenia, ND. He stated that the site requirements of State <br />law do not pertain to an existing ammonia plant, so his firm did not <br />need local approval before obtaining a license from the State <br />Department of Agriculture to take over the operation of the Amenia <br />plant. He stated that Cargill, Inc. was requesting permission to <br />build a new plant which requires local approval, and the City of Amenia <br />has denied any permit at this time for an additional anhydrous plant <br />within the City limits. The Commissioners expressed concerns in the <br />area of safety of the residents of cities which have anhydrous ammonia <br />plants located therein. <br />Mr. Sondrall moved and Mr. Larson seconded that Cass County renew <br />a contract with the City of Casselton for the sum of $1.00 per year <br />for the rental of the County shop building in Casselton, and that <br />the County sell the snowplow vehicle to the City of Casselton for <br />the sum of $100.00. On roll call vote, the motion carried unanimously. <br />The Board determined to meet at the County Road Department at <br />1:00 P.M. on January 18, 1988, to review the proposed 1988 road <br />construction program. <br />Regarding 1988 salary adjustments for professional employees, <br />Mrs. Stanton requested one more week to consider the matter. <br />Mr. Larson moved and Mrs. Stanton seconded that the loss of a <br />Sheriff's patrol vehicle, which was extensively damaged as a result <br />
