REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />OCTOBER 20, 1987 <br />Chairman Alon Wieland called the meeting to order with all members <br />present as follows: Jeannette Stanton, Don Eckert, Oscar Sondrall, <br />Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of <br />the previous meeting be approved as corrected. Motion carried. <br />Upon the request of Glenn Ellingsberg, Cass County Emergency <br />Manager, Mr. Eckert moved and Mr. Larson seconded that the Chairman <br />be authorized to sign the Local Emergency Management Organization <br />Cooperative Agreement Work Plan for Fiscal Year 1988. On roll call <br />vote, the motion carried unanimously. <br />Concerning the hiring of an Administrative Assistant to the Board <br />of County Commissioners to replace Scott Krueger, Mrs. Stanton moved <br />and Mr. Sondrall seconded that Diana Murack be hired for the position <br />of Cass County Administrative Assistant effective October 26, 1987, <br />at annual salary of $25,000.00. On roll call vote, the motion carried <br />unanimously. <br />A letter was read from County Judge Cynthia Rothe regarding County <br />Court's schedule in light of Judge Donald Cooke's absence. Judge <br />Rothe stated that Small Claims hearings must be heard within 30 days <br />of service of the claim and she requested authorization to appoint <br />a temporary referee for Small Claims Court to hear Judge Cooke' s cases <br />during his absence and to pay the referee $65.00 per hour. Mr. Larson <br />moved and Mr. Eckert seconded that Judge Cynthia Rothe be authorized <br />to appoint a temporary referee for Small Claims Court at a cost of <br />$65.00 per hour. Mrs. Stanton stated that the County needs to do <br />whatever it can to keep the County Court functioning. At the call <br />for the question and upon roll call vote, the motion carried <br />unanimously. <br />Chairman Wieland noted that the North Dakota Judicial Conduct <br />Commission has scheduled a hearing regarding Judge Donald Cooke for <br />November 30, December 1 and December 2, 1987, in Fargo. Mrs Stanton <br />felt the Commission Minutes should reflect that County Court Judge <br />Donald Cooke publicly announced that he is suffering from alcoholism, <br />and that he has gone into treatment for four weeks in Minneapolis. <br />Mr. Wieland instructed the Commission Secretary to obtain a copy <br />of the press release issued by Judge Cooke' s attorney, and the request <br />was made by Mrs. Stanton to attach it to the Commission Minutes of <br />this date to substantiate the reasons for the previous motion. *See <br />attached. <br />Upon the recommendation of County Engineer Don Richards, Mr. <br />Eckert moved and Mr. Larson seconded to grant a utility permit to <br />Cass County Electric for placement of a cable under County Road 81 <br />near County Road 16 south of Wild Rice. On roll call vote, the motion <br />carried unanimously. <br />
