Attorney Jonathan Garaas appeared before the Board along with <br />a number of landowners regarding petitions for incorporation of Round <br />Hill. Upon the recommendation of Chairman Wieland with the <br />concurrence of States Attorney Robert Hoy, Mr. Larson moved and Mrs. <br />Stanton seconded to receive and file the petitions for incorporation <br />of Round Hill and refer them to the County Planning Commission for <br />an initial public hearing and recommendation. On roll call vote, <br />the motion carried unanimously. <br />County Planner Jerry McCullough stated that the City of Horace <br />has submitted a project to the State Health Department, and the State <br />has suggested combining it with the proposed southside sewer project. <br />Mr. McCullough will be meeting this week with the coordinator of <br />the Horace project. <br />Mrs. Stanton moved and Mr. Larson seconded that Cass County Social <br />Services be authorized to hire a Social Worker II for the Home and <br />Community Based Services Program for the elderly and disabled. On <br />roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to approve out of <br />state travel for the Adult Service Social Worker to San Antonio, Texas <br />on November 17 -20, 1987. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to approve out of <br />state travel for Kathy Suedel on October 22, 1987, to Duluth, MN. <br />On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mrs. Stanton seconded to approve out of <br />state travel for Roger Flynn and Gilbert Engel on October 16 and 17, <br />1987, to Moorhead, MN. On roll call vote, the motion carried <br />unanimously. <br />Tracy Anderson from the Lake Agassiz Regional Council appeared <br />before the Board regarding the application for Community Development <br />Block Grant funds for Solid Comfort Furniture in the amount of <br />$150,000.00 plus $1,000.00 for administrative fees, the rate of <br />interest being 60 over a 7 -year term. Mrs. Stanton moved and Mr. <br />Larson seconded to grant approval of the application of Solid Comfort, <br />Inc. for Community Development Block Grant funds in the amount of <br />$150,000.00 under the loan terms presented by the lake Agassiz Regional <br />Council. On roll call vote, the motion carried unanimously. <br />A letter was received from County Court Judge Cynthia Rothe <br />regarding the 1988 public defender contracts. After discussion, <br />motion was made by the Mr. Eckert and seconded by Mr. Larson to increase <br />the public defender contracts from $1,375 per month to $1,425 per <br />month, and that included in the contract would be the legal work for <br />the Public Administrator. On roll call vote, the motion carried <br />unanimously. Mr. Wieland stated that he will discuss this with Judge <br />Rothe. <br />
