1014 7 <br />Correspondence was read. <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />The Commission discussed revising the Job Description for the position -of Administrative Assistant <br />to the Board of Cass County Commissioners, and they discussed creating the position of Director of <br />Administrative Services. Scott Krueger presented copies of a Job Description for each position. <br />Mr. Wieland stated that Data Processing Manager Richard Offutt and Scott Krueger have prepared a plan for <br />creating a Department of Administrative Services under the Data Processing Department, and adopting this <br />plan would alleviate the need for a financial analyst position. <br />Mrs. Stanton moved and Mr. Eckert seconded to adopt a revised Job Description for Administrative <br />.Assistant to the Board of County Commissioners; to create the position of Director of Administrative <br />Services and to adopt the Job Description as presented. On roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that Data Processing Manager Richard Offutt be appointed <br />to the new position of Director of Administrative Services. On roll call vote, the motion carried <br />unanimously. The County Salary Review Committee will be asked to make a salary and pay grade <br />recommendation to the Commission. <br />Correspondence was received from Mr. Palmer Forness requesting the Board's consideration for <br />appointment to the Maple River Water Resource. District Board when they are in the process of making <br />appointments. <br />Mr. Eckert moved and Mrs. Stanton seconded that the position of County Planner be placed in pay <br />grade 92 on the County Pay Scale, and that the salary for County Planner Jerry McCullough be adjusted <br />from $8.92 to $9.45 per hour, retroactive to January 1, 1987. On roll call vote, the motion carried <br />unanimously. <br />Mr. Sondrall moved <br />disposal of the balance <br />of the items available. <br />and Mr. Larson seconded that Commissioner Don Eckert determine the method of <br />of surplus County office equipment, after first advising County Department Heads <br />Motion carried. <br />On motion by Mr. Larson and seconded by Mr. Eckert, the meeting was adjourned. <br />REGULAR MEETING_OF CASS COUNTY BOARD OF COMMISSIONERS <br />AUGUST 25, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mr. Eckert seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Jerry McCullough, County Planner, appeared before the Board to discuss a proposed southside sewer <br />project. He stated that if the County agrees to be the grantee on the project, the County Commission <br />would proceed with hiring an engineering firm for the facilities planning and project design and make <br />application for an advance on the project planning funds. The County received a copy of a Resolution <br />adopted indicating the City of Fargo's willingness to participate in and support the extension of sewer <br />services to rural subdivisions south of the Fargo city limits, and Stanley Township is also working on a <br />resolution of support. Mr. Larson stated that he understands that the Southeast Cass Water Resource <br />District would also support the County's efforts as a secondary party. <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to sign the preliminary <br />application with the North Dakota State Department of Health for grant funds for a proposed sewer project <br />in rural subdivisions south of Fargo. Discussion continued and concerns were expressed on what would <br />happen if the project and assessments are protested by a majority of the residents. Mr. Wieland felt <br />that the people who will be affected by the project and who will be assessed for the costs should be <br />involved from the beginning. However, he noted that County Planner Jerry McCullough received only two <br />calls in response to a letter sent to area residents offering information on the project. Mr. Eckert <br />stated that he understands that any expense the County incurs on this project can be assessed against the <br />property. At the call for the question and upon roll call vote, the motion carried with four members <br />voting "Aye" and Mr. Wieland opposing. <br />The Chairman reported that 65 applications were received for the position of Administrative <br />Assistant to the Board of County Commissioners. In the interest of confidentiality, the Chairman asked <br />that those persons selected to review the applications not release the names of the persons who have made <br />application. He asked the other Commissioners to keep in mind that the applications cannot be reviewed <br />by more than two Commissioners at one time, and Mr. Eckert suggested reviewing them only at the <br />Courthouse. <br />Mr. Howard Graber from the WDAY -Radio News Department suggested that the Commission review the <br />North Dakota open meeting law and open records law before making this decision to keep the names of the <br />applicants for the Administrative Assistant position confidential. He suggested that it be studied or <br />researched first to avoid any conflict later on. Mr. Wieland stated that he would only do that under a <br />challenge by a court of law. Motion was made by Mr. Larson and seconded by Mrs. Stanton that the <br />applications for the Administrative Assistant position remain unopened until such time as the States <br />Attorney has an opportunity to review the matter concerning confidentiality.
