Appeals <br />Board <br />Officer's Reports <br />for July <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />Upon the recommendation of Sheriff Donald Rudnick, Mr. Larson moved and Mrs. Stanton seconded to <br />approve a Mutual Aid Agreement with Otter Tail County, Minnesota; and that Cass County adopt a fee <br />schedule of $20.00 per hour per person plus twenty cents per mile when called by other counties to assist <br />with bomb disposal or disposal of hazardous wastes. On roll call vote, the motion carried unanimously. <br />Mr. Larson moved and Mr. Eckert seconded that the Chairman be authorized to sign the Salary and Pay <br />Grade form for Eric Goodrich, part -time employee at the Juvenile Detention Center, at a salary of $4.50 <br />per hour. On roll call vote, the motion carried unanimously. <br />Sheriff Don Rudnick requested a salary adjustment for Lt. Michael Argall, who was appointed to a new <br />position about one year ago and did not receive a salary increase after his probationary period. The <br />Sheriff stated that his salary is about $100.00 per month less than it should be according to the <br />salaries of the other deputies in the same pay grade, and he recommended raising his salary within $50.00 <br />of the other deputies because of a difference in years of service. Mr. Larson moved and Mr. Eckert <br />seconded that Michael Argall's salary be adjusted within pay grade 14 to $2,354.00 per month, retroactive <br />to January 1, 1987. Mrs. Stanton stated that she wishes to address the issue of paying overtime for <br />persons in supervisory positions, and Chairman Wieland stated that it is a separate issue and should be <br />discussed at budget time. At the call for the question and upon roll call vote, the motion carried <br />unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded that the Commission send a letter of congratulations to <br />Sheriff's Deputy Dean Wawers, who received an "Exceptional Performance" Award and to Sheriff's Deputy <br />Chris Denis, who received a "Life Saving" Award from the North Dakota Peace Officer's Association. <br />Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded that County Social Services be authorized to hire staff <br />replacement at a salary of $1,161.00 per month, for an employee who resigned in the Eligibility <br />Department. On roll call vote, the motion carried unanimously. <br />Mr. Eckert moved and Mr. Sondrall seconded that the Chairman be authorized to sign the application <br />for 1988 Federal Aid Secondary road funds. Motion carried. <br />Upon approval of County Engineer Don Richards, Mrs. Stanton moved and Mr. Sondrall seconded that the <br />County Auditor be authorized to encumber the 1987 Pothole and. Street Repair funds for the cities of <br />Briarwood and Alice. Motion carried <br />Upon the recommendation of the County Engineer, Mr. Larson moved and Mr. Eckert seconded to approve <br />payment of 1987 Pothole and Street Repair funds to the City of Reile's Acres in the amount of $471.00. <br />On roll call vote, the motion carried unanimously. <br />Mr. Sondrall asked what progress has been made on the County's request for curb and street repair on <br />9th Street South in the front of the Courthouse. Mr. Wieland stated that it is the responsibility of the <br />City of Fargo, and Administrative Assistant Scott Krueger will contact the Fargo Street Department to see <br />when the work will begin. <br />Administrative Assistant Scott Krueger reported that he and the Auditor are preparing the 1988 <br />preliminary budget and hope to have it completed by September 1st. This was the effective date of <br />Mr. Krueger's resignation, but he stated that he can continue in the County's employ on a week to week <br />basis until the budget is approved. The Commission was in agreement. <br />Scott Krueger stated that he received a letter from States Attorney Robert Hoy some time ago <br />regarding employees who have left the County's employ prior to the Commission granting salary increases <br />for 1987, which were retroactive to January lst. Mrs. Stanton moved and Mr. Larson seconded that the <br />Administrative Assistant be authorized to seek out any former County employee who would have been <br />entitled to receive a salary increase had the raises been granted as of January 1, 1987. On roll call <br />vote, the motion carried unanimously. <br />Scott Krueger stated that the national Consumer Price Index has gone up 3.7% from June 1, 1986 to <br />June 1, 1987; and the Commission has used the Consumer Price Index for the past three years as a guide <br />for salary adjustments. He requested permission to make a salary proposal for 1988 based upon a 3.7% <br />increase in the County's pay scale. Mr. Larson moved and Mr. Eckert seconded that the County pay scale <br />be raised 3.7 and that the Administrative Assistant be authorized to use 3.7% as a guide for 1988 <br />salary proposals. On roll call vote, the motion carried with four members voting "Aye Mrs. Stanton <br />opposing because she questioned the need to raise the pay scale. Mr. Wieland stated that this only <br />affects the mid -point on the pay scale and not individual salary increases. <br />Upon the recommendation of County Superintendent of Schools Joyce Holm, Mr. Larson moved and <br />Mr. Sondrall seconded to appoint Mr. Hilbert Hanson, former Superintendent of Schools at Kindred, to the <br />County Tuition Appeals Board.
