<br />The Chairman declared a recess for a meeting of the Cass County Building Authority and upon
<br />reconvening, Mr. Larson moved and Mrs. Stanton seconded to approve Building Authority action on payment
<br />of Disbursement Direction No. 26 in the amount of $52,263.24. On roll call vote, the motion carried
<br />unanimously.
<br />Mr. Eckert moved and Mrs. Stanton seconded to approve Building Authority action on payment of Change
<br />Orders K -1 in the amount of $389.00 for food service equipment, E -13 in the amount of $870.00 and E -14 in
<br />the amount of $120.00 to Dakota Electric Construction Company. On roll call vote, the motion carried
<br />unanimously.
<br />Mr. Sondrall moved and Mr. Larson seconded that Vouchers No. 77085 through No. 77837 be approved and
<br />ordered paid. On roll call vote, the motion carried unanimously.
<br />Upon receipt of correspondence from the North Dakota Association of Counties, Chairman Wieland set
<br />the date of Tuesday, August 18, 1987, for a meeting with Cass County elected officials to elect the
<br />County's representative to the State Council.
<br />Mrs. Stanton moved and Mr. Sondrall seconded to receive and file two Indemnity Bonds on Lost
<br />Instrument for Ray Larson, and authorize the County Auditor to issue duplicate checks. On roll call
<br />vote, the motion carried unanimously.
<br />Mr. Larson moved and Mrs. Stanton seconded to approve payment in the amount of $111,840.00 for
<br />continuation of the County's insurance coverage to Dawson Insurance Agency for the period August 1, 1987
<br />through August 1, 1988, subject to review and acceptance by Commissioner Don Eckert. On roll call vote,
<br />the motion carried unanimously.
<br />Mr. Eckert moved and Mrs. Stanton seconded to approve payment of $9,806.65 to the State Fire and
<br />Tornado Fund for County property insurance. On roll call vote, the motion carried unanimously.
<br />The Chairman received a letter from the County Sheriff's Department regarding Jail temperatures
<br />stating that they are using fans as much as possible, but it does present a security problem. Jail
<br />inmates and the Jail Physician have been concerned about the heat.
<br />Correspondence from Attorney Mervin Nordeng regarding Ed Nesemeier property will be referred to the
<br />States Attorney's Office by the Chairman.
<br />A letter was received from States Attorney Robert Hoy dated July 27, 1987, regarding salaries of
<br />professional employees. Mrs. Stanton moved and Mr. Sondrall seconded that the States Attorney be
<br />authorized to increase salaries of the five Assistant States Attorneys by $1,000 per year, retroactive to
<br />January 1, 1987, and that Mr. Hoy be authorized to allocate as he deems necessary to Mark Boehning who
<br />also serves as attorney for the Child Support Enforcement Unit. On roll call vote, the motion carried
<br />unanimously.
<br />On motion by Mr. Larson and seconded by Mr. Sondrall, the meeting was adjourned.
<br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS
<br />AUGUST 18, 1987
<br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette
<br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland.
<br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as
<br />written. Motion carried.
<br />A hearing was held on Application for Abatement and Settlement of Taxes #3850 submitted by Robert E.
<br />and Marlene Mae Young for property in the City of Fargo. The Fargo City Commission recommended that the
<br />abatement be denied, and County Director of Tax Equalization Clarence Miller also recommended that the
<br />abatement be denied for the reason that the assessment is equitable with other comparable property in the
<br />City of Fargo. Mr. Mike Dunn, property manager for the Young's, was present and stated that they feel
<br />the assessment is too high for an undeveloped lot in a residential area and they feel it is not suitable
<br />for anything but single dwelling property. Floyd Buerkley, Fargo City Assessor, was also present and
<br />stated that the property meets the City of Fargo's building code for duplexes. Upon the recommendation
<br />of the County Director of Tax Equalization, Mrs. Stanton moved and Mr. Larson seconded that the Abatement
<br />for Robert E. and Marlene May Young be denied. On roll call vote, the motion carried unanimously.
<br />Upon the recommendation of the County Director of Tax Equalization, Mr. Eckert moved and
<br />Mr. Sondrall seconded that Abatement #3852 submitted by John Hersch be approved as submitted, and that
<br />the full and true valuation for the years 1985 and 1986 be reduced from $27,636 to $10,712. On roll call
<br />vote, the motion carried unanimously.
<br />Upon the recommendation of the County Director of Tax Equalization, Mr. Sondrall moved and
<br />Mr. Larson seconded that Abatement #3854 submitted by Lee and Pat Miller be approved as recommended by
<br />the Casselton City Commission, and that the full and true valuation for the years 1985 and 1986 be
<br />reduced from $46,384 to $31,900. On roll call vote, the motion carried unanimously.
