Serv. <br />to be honored by <br />Cass Co. through <br />Dec. 31, 1987 <br />Municipal Court <br />Committee recomm. <br />Public Adm.-- backlo <br />of work <br />MIDA Bond applica- <br />tion for St.John's <br />Hospital <br />Courthouse entry <br />plaza proposal <br />by Viet Nam War <br />Veterans <br />PROCEEDINGS OF THE BOARD OF COUNTY COMMISSIONERS <br />OF CASS COUNTY, NORTH DAKOTA <br />REGULAR MEETING OF CASS COUNTY BOARD OF COMMISSIONERS <br />AUGUST 4, 1987 <br />Chairman Alon Wieland called the meeting to order with all members present as follows: Jeannette <br />Stanton, Don Eckert, Oscar Sondrall, Ray Larson and Alon Wieland. <br />Mr. Larson moved and Mrs. Stanton seconded that the minutes of the previous meeting be approved as <br />written. Motion carried. <br />Mr. Eckert moved and Mr. Larson seconded that Commissioner Alon Wieland represent the Cass County <br />Commission on the local planning committee in connection with the federal Superfund Amendment and <br />Reauthorization Act (SARA) Title III legislation. Motion carried. <br />Mrs. Stanton moved and Mr. Larson seconded that the list of local planning committee members for the <br />Superfund Amendment and Reauthorization Act (SARA) as presented by County Disaster Emergency Manager <br />Glenn Ellingsberg, including a news media representative, be submitted to the State Disaster Emergency <br />Services by Mr. Ellingsberg. Motion carried. <br />Mr. Wieland will represent the Cass County Commission at the Disaster Emergency Managers workshop to <br />be held in Bismarck on September 8 -10, 1987. <br />Mrs. Stanton moved and Mr. Larson seconded to authorize Data Processing Manager Richard Offutt, <br />Roxanne Friese and Cheryl McQuade out of state travel to St. Cloud, MN on August 12 -14, 1987 for a <br />training session on the payroll package which the County recently purchased. On roll call vote, the <br />motion carried unanimously. <br />Mrs. Stanton moved and Mr. Larson seconded to authorize out of state travel for Richard Offutt to <br />Atlanta, GA on September 14 -18, 1987 for training by I.B.M., at a cost of approximately $1,950.00. On <br />roll call vote, the motion carried unanimously. <br />Mrs. Stanton moved and Mr. Sondrall seconded that Data Processing Manager Richard Offutt be <br />authorized to proceed with the procurement of the law enforcement computer system as identified in his <br />letter of July 30, 1987 at a net cost to the County of approximately $39,000.00. On roll call vote, the <br />motion carried unanimously. <br />Mr. Sondrall moved and Mr. Larson seconded that the Chairman be authorized to sign the contract <br />between Cass County and Business Records Corporation for the new payroll system. On roll call vote, the <br />motion carried unanimously. <br />The Commission was informed that Cass County Social Services cancelled the "Hot Line" contract <br />through the Community Survival Program for the balance of 1987. Mr. Wieland felt that the Commission <br />should honor the contract that was signed by Social Services until the matter can be reviewed. <br />Mr. Eckert moved and Mr. Sondrall seconded that the "Hot Line" contract with Social Services be honored <br />by Cass County for the period of July 1 through December 31, 1957, at a cost of $50.00 per month. On <br />roll call vote, the motion carried unanimously. <br />In regard to the Cass -Fargo Municipal Court Committee, Mrs. Stanton moved and Mr. Sondrall seconded <br />that a recommendation be made that a study be conducted for a period up to one year by members of the <br />committee consisting of Cass County and Fargo officials and District Court. Motion carried. <br />Mrs. Stanton stated that County Judges Cynthia Rothe and Donald Cooke requested the Commission to <br />alert the public through the news media that anyone interested in the work of Public Administrator may <br />apply to the Probate Division of Cass County Court, as there is a backlog of work. <br />A public hearing was held at 10:00 A.M. on the M.I.D.A. Bond application for St. John's Hospital in <br />the amount of $7,000,000.00. Mr. Maurice Mahli, Senior Vice President at St. John's Hospital, was <br />present along with the Chief Financial Officer of St. John's Hospital. No one else appeared before the <br />Board in regard to this hearing. <br />Mr. Larson moved and Mrs. Stanton seconded to adopt Resolution No. 1987 -7 and No. 1987 -8 relating to <br />Municipal Industrial Development Act for St. John's Hospital Project; that the Chairman and Auditor be <br />authorized to sign the necessary documents; and that the fee schedule remain as previously adopted based <br />upon the City of Fargo's M.I.D.A. Bond fee schedule. Upon further discussion, Mr. Mahli indicated that <br />he had contacted members of the County Commission about reducing the fee, which he understands will be <br />$25,000 on this particular project, but he does not wish to jeopardize the project by opposing the fee. <br />At the call for the question and upon roll call vote, the motion carried unanimously. <br />Regarding Architect Richard Moorhead's proposal for a courtyard plaza to the east of the Courthouse, <br />Mr. Rick Kosse of Fargo suggested that such a project be sponsored by the Viet Nam War Veterans of the <br />area who have been considering some type of memorial to Viet Nam Veterans. The Chairman suggested that <br />Commissioner Larson represent the Commission and call a meeting as soon as possible with Mr. Kosse, with <br />the Veterans Club, the news media, Cass County Veterans Service Officer John Meyer, and Architect Richard <br />Moorhead. <br />
